WORKSHOP SESSION - 6:45 P.M.
With a quorum of the Council Members present, the special called session of the
Allen City Council was called to order by Mayor Farmer at 7:02 p.m. on Thursday,
August 23, 1990, in the Council Chambers of the Allen Municipal Annex, One Butler
Circle, Allen, Texas.
Public Hearing on the Budget as Required
by Section 4.04 of the Allen City Charter (Agenda Item II)
City Manager, Jon McCarty, informed the Council he was prepared to present
information to them at whatever detail they requested.
Mayor Farmer read the request into the record as follows:
"Public hearing on the budget as required by Section 4.04 of the Allen City
Charter."
Mayor Farmer presented the following facts:
• On July 31, 1990 the City Manager delivered his proposed budget to the
• Council.
That budget was based on a proposed tax rate of 71.454 per $100 valuation.
The present rate is 66.810.

by Section 4.04 of the Allen City Charter (Cont'd) (Agenda Item II)
• Property values in Allen fell by over $37.5 million (4.7$). According to the
State mandated formula the 71.458 proposed rate means an effective tax rate
increase of zero.
• Council has studied the proposed budget in detail at the budget retreat held
August 10-13, 1990, and at a special council budget workshop held on
August 22, 1990.
Mayor Farmer directed the City Manager as follows:
• Reduce the tax rate from the proposed 71.45$ to 68.8171 per $100 valuation
by:
• Reduce General Fund operations costs by approximately $50,000.
• Use General Fund reserves of approximately $150,000.
�,'j • Council desires that these cuts not substantially affect current City
® services.
• Reserves for Capital Improvement Projects be maintained for future proposed
projects (FM 2170 east and SH 5).

• Most importantly, the cuts should not effect the salary and benefits plan as
proposed.
Mayor Farmer opened the public hearing and asked for anyone speaking either for
or against budget to do so at this time.
With no one speaking either for or against the budget, Mayor Farmer closed the
public hearing.
Executive Session
(Agenda Item III)
In accordance with Article 6252-17, V.A.T.C.S. (Open Meetings Law),
Section 2(g), the Allen City Council was to convene into Executive Session in the
Conference Room of the Allen Municipal Annex, One Butler Circle, Allen, Texas in order
to discuss matters pertaining to personnel allocations and pay plan.
There was no Executive Session held.

Adiourn (Agenda Item IV)
MOTION: Upon a motion made by Councilman Edstrom and seconded by Councilman
Fyke, the Council voted seven (7) for and none (0) opposed to adjourn the
regular session of the Allen City Council at 7:13 p.m., on Thursday, August
23, 1990. The motion carried.
