RESOLUTION PROVIDING FOR THE ADDITION OF AN INITIAL WATERLINE
IN HIGHPOINT DRIVE AND THE DEDICATION OF RIGHT-OF-WAY FOR
BIGHPOINT DRIVE FOR FUTURE MAINTENANCE OF THE ROAD AND THE
PAYMENT OF THESE IMPROVEMENTS.
WHEREAS, road maintenance and expansion is a core function of government; and
WHEREAS, water service provision and maintenance is a core function of government; and
WHEREAS, development should pay for the initial provision of government infrastructure;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS:
SECTION 1: That an eight -inch waterline will be provided by the City for Highpoint Drive.
SECTION 2: That the residents of Highpoint Estates will receive credit for the right-of-way they
dedicate to the City against the cost for the waterline.
SECTION 3: That over the next five-year period, the $19,000 construction costs will be paid for by the
residents of Highpoint Estates according to a monthly fee schedule.
SECTION 4: That the City will maintain Highpoint Drive after the dedication.

COUNTY, TEXAS, ON THIS THE 16th DAY OF DECEMBER, 1999.
