' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, AMENDING THE COUNCIL'S GOVERNANCE POLICIES BY
CHANGING THE SCHEDULE FOR MONITORING THE CITY MANAGER'S
ON FINANCIAL PLANNING; CLARIFYING THE COUNCIL'S
GOVERNANCE POLICY FOR MONITORING THE CITY MANAGER'S
PERFORMANCE ON TREATMENT OF CITIZENS; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the Allen City Council adopted Resolution No. 1611-7-98(R), adopting governance policies to
provide the best and most effective leadership and efficient administration of city government possible to
the citizens of Allen; and,
WHEREAS, the City Council, having determined that the Council should continue to evaluate the City
Manager's performance on Treatment of Citizens quarterly, but should appraise the various dimensions of
such performance once a year; and
WHEREAS, the City Council having further determined that it should evaluate the City Manager's
performance on Financial Planning/Budgeting annually at the time the City Manager presents his or her
proposed budget to the Council;
' NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS, THAT:
SECTION 1: Council/Staff Linkage policy 4.3 (CSL 4.3), Monitoring City Manager Performance,
paragraph 5, shall be and the same is hereby amended in part by amending the schedule for monitoring the
City Manager's performance on Financial Planning/Budgeting to read:
Financial Planning/Budgeting TnternalAnnually August
SECTION 2: Council/Staff Linkage policy 4.3 (CSL 4.3), paragraph 5, shall be and the same is hereby
amended in part to add the following:
"A. The Council will evaluate the City Manager's performance on Financial
Planning/Budgeting in conjunction with the City Manager's proposed Annual Budget.
B. The Council will evaluate each aspect of the City Manager's performance on Treatment of
Citizens once a year, but receive reports on different aspects of such performance each
quarter."
SECTION 3: This Resolution shall become effective from and after its passage.
