The called - special joint meeting of the Allen Planning and Zoning Commission was called to order by Chairman Glass at 7:35 p.m. on Tuesday, January 28, 1986, in the cafetorium of Boyd Elementary School, 900 Jupiter Road, Allen, Texas. Approval of January 7, 1986 Minutes of Meeting of the Allen City Council and the Planning and Zoning Commission (Agenda Item II) MOTION: A motion was made by Commissioner Wilson and seconded by Commissioner Armand to approve the minutes of the January 7, 1986 joint meeting of the Allen City Council and the Allen Planning and Zoning Commission as presented. The Commission voted 7 - 0 in favor of the motion. The motion carried. MOTION: A motion was made by Mayor Pro Tem Farmer and seconded by Councilman McClure to approve the minutes of the January 7, 1986 joint meeting of the Allen City Council and the Allen Planning and Zoning Commission as presented. The Commission voted 6 - 0 in favor of the motion. The motion carried. ALLEN CITY COUNCIL/ ALLEN PLANNING & ZONING COMMISSION JANUARY 28, 1986 Page 2 Overview of Proposed Ordinance (Agenda Item III) Mayor Rodenbaugh welcomed everyone to the public hearing and advised of the work on the proposed ordinance by the City Council and the Planning and Zoning Commission and city staff. Mayor Rodenbaugh advised of the contents of the proposed ordinance and pointed out that the ordinance was not an issue of approving or disapproving liquor in the city or to issue or not to issue a permit for a private club. Mayor Rodenbaugh explained that the proposed ordinance was a method that the city could use to regulate private clubs or private clubs in restaurants in the City of Allen. Mayor Pro Tem Farmer then spoke before the individuals present on the background of planning and zoning in the city, on the work on the city's comprehensive master plan, the city's bond program, and the capital improvements program for the city. Mayor Pro Tem Farmer pointed out that it was the City Council's desire to direct the city staff to research and bring forth a recommendation for the regulation of private clubs in the city that could be reviewed by the Planning and Zoning Commission and the City Council. Mayor Pro Tem Farmer then provided a brief summary of state law regarding private clubs and pointed out the difference between the issue of a wet/dry liquor election and private clubs that serve liquor. Mayor Pro Tem Farmer explained how the proposed ordinance would function for the city in regulating private clubs and private clubs in restaurants by using certain criteria. City Manager Jon McCarty spoke briefly on the research done by city staff on private clubs and of obtaining information to form the proposed regulations. Bill Petty, Director of Community Development, presented the contents of the proposed ordinance regulating private clubs and private clubs in restaurants. Public Hearing on Proposed Ordinance - Opened (Agenda Item IV) Mayor Rodenbaugh advised the individuals present how the public hearing would be conducted. Chairman Glass opened the public hearing for the Planning and Zoning Commission. Mayor Rodenbaugh opened the public hearing for the City Council. With no one wishina to speak either for or against the proposed ordinance, Commissioner Glass closed the public hearing for the Planning & Zoning Commission. Review Schedule for Ordinance Adoption (Agenda Item VII) Mayor Rodenbaugh advised the individuals present that the proposed ordinance would be placed on the Planning and Zoning Commission's agenda for their regular meeting to be held on Thursday, February 13, 1986 for their consideration and action. Based upon their action, a recommendation would then be brought forth to the City Council for their consideration and action at their regular meeting to be held on Thursday, February 20, 1986. Mayor Rodenbaugh advised that if the ordinance is adopted, the effective date would be the date the ordinance is adopted and published in the local newspaper. Adjourn (Agenda Item VIII) Mayor Rodenbaugh adjourned the called - special joint meeting of the Allen City Council at 8:36 p.m. on Tuesday, January 28, 1986. Commissioner Glass adjourned the called - special joint meeting of the Planning and Zoning Commission at 8:36 p.m. on Tuesday, January 28, 1986.
