A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, ADOPTING A STATE LEGISLATIVE PROGRAM; AND,
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Eighty -Third Session of the Texas Legislature Convened in January 2013; and,
WHEREAS, many legislative issues affecting local government will be considered; and,
WHEREAS, the City of Allen wishes to work with the State Legislature to remain a center of excellence and a
community of choice.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS, THAT:
SECTION 1. The 2013 State Legislative Program for the City of Allen is adopted as follows. The City of
Allen will:
• Support legislation that upholds home -rule authority and oppose legislation that diminishes it.
• Oppose legislation that establishes revenue and/or appraisal caps that would negatively impact Allen's
ability to continue to provide quality services to our residents.
• Support economic development legislation that will benefit Allen's growth and prosperity.
• Oppose legislation that places unfunded mandates upon the City of Allen.
• Support legislation that funds the State Water Plan.
' • Oppose legislation that diminishes sovereign immunity protections or eminent domain authority.
• Support legislation that adequately funds our transportation needs and ends diversions from
transportation projects.
• Oppose legislation that would diminish resources or the City's ability to serve its residents.
• Support legislation that requires the state to either appropriate or return statutorily dedicated revenues
from a tax or fee.
SECTION 2. Representatives from the City of Allen are directed to communicate the items included in the
state legislative program to members of the Texas Legislature.
SECTION 3. This Resolution shall take effect immediately from and after its passage in accordance with the
provisions of the Charter of the City of Allen, and it is accordingly so resolved.
