Canvass of Election Returns from the City Council Election - April 5, 1986 (Agenda Item II -A) City Secretary Marty Hendrix reviewed for the City Council the election returns for the City Council Election held on Saturday, April 5, 1986. Ms. Hendrix advised that 248 votes were cast at the polling place and five votes at the absentee polling and pointed out the following results: MAYOR NAME OF CANDIDATE VOTES RECEIVED: ABSENTEE REGULAR TOTAL Donald P. Ross 1 1 Eileen Tollett 3 3 Gary Koch 1 1 Jim McClure 1 1 Larry Reeves 1 1 Ms. Hendrix advised the City Council that the 253 votes cast was the lowest voter turnout ever experienced by the city after referencing election files dating back to 1972. Resolution No. 692-4-86(R): A Resolution of the City Council of the City of Allen, Collin County, Texas, Declaring the Results of the General Election of the Allen City Council Held on April 5, 1986. (Agenda Item II -B) City Secretary Marty Hendrix advised that the proposed resolution showed the total cumulative votes cast in the election being, 253, with the following individuals being declared to receive the highest number of votes: Donald P. Rodenbaugh - Mayor Jerry W. Wilson - Councilman, Place No. 2 Jim Wolfe - Councilman, Place No. 4 Jack Pennington - Councilman, Place No. 6 ALLEN CITY COUNCIL CALLED - SPECIAL SESSION APRIL 10, 1986 Page 3 Resolution No. 692-4-86(R) (cont'd) (Agenda Item II -B) MOTION: Upon a motion made by Councilman McClure and seconded by Mayor Pro Tem Farmer, the Council voted 6 - 0 to adopt Resolution No. 692-4-86(R), as captioned previously. The motion carried. Oaths -of -Office to Re -Elected Council Members and Newly Elected Council Members (Agenda Item II -C) and Certificates of Election Results City Secretary Marty Hendrix administered the oaths -of - office to the re-elected Mayor, being Donald P. Rodenbaugh, to the re-elected Councilman - Place No. 4, being Jim Wolfe, and to the two newly elected Council Members, being Jerry Wilson in Place No. 2, and Jack Pennington in Place No. 6. Ms. Hendrix also presented to those Council Members and the Mayor their Certificates of Election and offered congratu- lations to those individuals. At this time, Councilman in Place No. 2, Jim McClure, stepped down from the Council bench. Newly -elected Councilman Jerry Wilson took his place on the City Council and newly elected Councilman Jack Pennington took his place on the City Council bench. Election of Mayor Pro Tem (Agenda Item II -D) Mayor Rodenbaugh opened the floor for nominations to Mayor Pro Tem. Councilman Rex Womack nominated Councilman Joe Farmer. MOTION: A motion was made by Councilman Wolfe and seconded by Councilman Wilson that the nominations cease and that Councilman Joe Farmer be elected Mayor Pro Tem by acclamation. The Council voted six (6) for, none (0) opposed, and with one (1) abstention from Councilman Farmer. The motion carried. At this time, Mayor Rodenbaugh advised that the City Council would now convene into Executive Session. Executive Session (Emergency Posted Agenda Item IV) In accordance with Article 6252-17, V.A.T.C.S. (Open Meetings Law), Section 2(e), the Allen City .Council convened into Executive Session at 7:15 p.m. on Thursday, April 10, 1986, in the Conference Room of the Allen Municipal Annex, One Butler Circle, Allen, Texas, to discuss legal matters per- taining to pending litigation with city attorney. The Executive Session was adjourned at 8:55 p.m. Reconvene into Regular Session The Allen City Council reconvened into regular Session in the lobby area of the Allen Municipal Annex at 8:59 p.m. n4 ALLEN CITY COUNCIL CALLED - SPECIAL SESSION APRIL 10, 1986 Page 4 Reconvene into Regular Session (cont'd) MOTION: Upon a motion made by Councilman Wolfe and seconded by Councilman Pennington, the Council voted 7 - 0 to form a Council Committee, consisting of three members plus the City Attorney, to meet with representatives Of Jimmy Wolff to explore the possibility and content of a joint meeting between Council and Jimmy Wolff. The motion carried. Adjournment MOTION: Upon a motion made by Councilman Wilson and seconded by Mayor Pro Tem Farmer, the Council voted 7 - 0 to adjourn the called - special session at 9:05 p.m. on Thursday, April 10, 1986.
