Mr. Hidell also advised that they encouraged ownership involvement in the development of the site. UR Present: Donald P. Asst. The called - special workshop session of the Allen City Council was called to order by Mayor Rodenbaugh at 7:11 p.m. on Tuesday, April 15, 1986, in the Council Chambers of the Allen Municipal Annex, One Butler Circle, Allen, Texas. City Manager Jon McCarty spoke briefly before the Council r on the presentations to be made by the three architectural firms, and (fir. the materials that had been distributed to the Council for review, being costs proposed by each firm, notes from city staff on references that had been contacted, and the rating sheet to be used to rate each presentation. Mr. McCarty also advised the Council that these presentations had been made to the Library Board in an abbreviated form on Monday, April 14th, and their comments would be forthcoming to the Council later in the meeting. Presentation by Architects (Agenda Item II) Mayor Rodenbaugh advised that the first presentation would be William H. Hidell Architects, Incorporated. Members of the William H. Hidell Architects and their associates, Sasaki Associates, Inc., that were present for the presentation were: William H. Hidell, III - William H. Hidell Architects Denelle C. Wrightson - William H. Hidell Architects Gregory S. Ibanez - William H. Hidell Architects Stephen E. Hamwey - Sasaki Associates Randy Thueme - Sasaki Associates William H. Hidell, III, spoke before the Council on the background of his company, provided profiles of his associates, and advised of their interest in this project for the design of the municipal facilities to be located on the city's property. Mr. Hidell then introduced each of his associates to the Council as shown above. UR ALLEN CITY COUNCIL APRIL 15, 1986 Page 2 Presentation by Architects (cont'd) (Agenda Item II) Stephen Hamwey, with Sasaki Associates, spoke before the Council on the function of his firm in the project as the civil engineer, provided background information on his firm, advised of current projects his firm was working on, and how his firm would approach their work in this project. Randy Thueme, with Sasaki Associates, presented to the Council a site analysis of the city's property and pointed out the assets of the site. He then presented and reviewed four separate conceptual schemes of layouts for the city's property. The schemes were titled, "The Mall", "The Quadrangle", "The Lagoon", and "The Square". Mr. Thueme advised the Council that these were just concepts and were not final products. He advised that they would also work closely with city staff, the Council, etc., to obtain input for the final design and what the city wanted on their property. Denelle C. Wrightson, with William H. Hidell Architects, spoke before the Council on the design process and explained that the architects would want a lot of involvement from all parties to reach a plan and that goals for completion would then be set. Mr. Hidell provided some closing comments on their enthusiasm for doing this project for the city. The Council discussed with the architects the extra charges that may be incurred by the city for additional consultants that might be needed on this project, an explanation of the charges that they proposed to do this project and the capabilities of their in-house staff; if they were aware of the commercial property located adjacent to the city's property and how it may effect the city's design; if these firms had been involved in the designing of "smart buildings" which contained up-to-date computer equipment needs, efficiency heating and air conditioning equipment; if their firm would be able to work with adjacent property owners to work on a unique design for this area; which area of building design they felt they were strongest in; if they were aware of the proposed Sesquicentennial Park to be located adjacent to the Central Fire Station; if Sasaki had made presentations to the Council before on other projects; and why their rates were a fixed fee rather than being a percentage of construction. With no further questions from the Council, the Mayor thanked Mr. Hidell and his associates for their presentation. The Mayor recessed the called - special workshop session at 8:10 p.m. The workshop session reconvened at 8:19 p.m. Mayor Rodenbaugh advised that the next presentation would be made by F & S Partners, Incorporated and The Oglesby Group, Inc. Members of F & S Partners, Incorporated and The Oglesby Group that were present for the presentation were: James R. Bullock - F & S Partners, Inc. Enslie O. Oglesby - The Oglesby Group Ronald E. McFarland - F & S Partners, Inc. Jay E. Frank - F & S Partners, Inc. Kenneth M. Cox - Consultant - Jail Planner Jim Bullock, with F & S Partners, Inc., distributed an agenda for their presentation to the Council. Mr. Bullock spoke before the Council on the background of his firm and the joint venture with The Oglesby Group for the city's project and of their interest to do the project. Mr. Bullock then introduced each of his associates to the Council as shown above. 117 ALLEN CITY COUNCIL APRIL 15, 1986 Page 3 M Presentation by Architects (cont'd) (Agenda Item II) Bud Oglesby, with The Oglesby Group, spoke before the Council on the overall design coordination of this project and the members of the team to be involved. Kenneth Cox, Jail Planner Consultant, spoke before the Council on his background in law enforcement and on the development of the jail standards proposed for state law, and of his work with other entities to provide proper jail facilities. Jay Frank, with F & S Partners, spoke before the Council on the design of the library and of the elements to be con- sidered in the design. Mr. Frank then presented a slide presentation showing interiors and exteriors of different library buildings his firm had designed. Mr. Bud Oglesby then continued the slide presentation by showing various buildings he had designed and advised of the design coordination on those projects. Ron McFarland, with F & S Partners, Inc., spoke before the Council on the project management aspect and of the work on the timing of the project. Jim Bullock summarized their qualifications and pointed out their six years of working with the City of Allen on the renovation to the police station, library, construction of the service center and Fire Station No. 2. The Council discussed with F & S Partners, and The Oglesby Group why landscape architects and interior design had not been included in their proposed architectural costs; who the major project coordinator would be on this project; if a time frame had been developed for the design coordination showing amount of time needed to work with City Council and city staff and on the design and work to be continued after that time; what they considered the main access to the city site to be; what the vocal point on the city's property seemed to be; if the adjacent commercial property posed any problem to the city's property; and if their firms are willing to work with adjacent property owners to try and create a unique design in that area. With no further questions from the Council, the Mayor thanked Mr. Bullock and his associates for their presentation. The Mayor recessed the called - special workshop session at 9:07 p.m. The workshop session reconvened at 9:19 p.m. Mayor Rodenbaugh advised that the last presentation would be made by Hobbs-Wiginton-Fawcett/Taft Architects. Fawcett - Hobbs-Wiginton-Fawcett John Casbarian - Taft Architects Danny Samuels - Taft Architects Jerry Fawcett, with Hobbs-Eiginton-Fawcett, spoke before the Council on the background of his firm and the qualifications of his associates. Mr. Fawcett then introduced each of his associates to the Council as shown above. M ALLEN CITY COUNCIL APRIL 15, 1986 Page 4 Presentation by Architects (cont'd) (Agenda Item II) Dan Hobbs, with Hobbs-Wiginton-Fawcett, then presented a slide presentation showing various architectural projects that they had designed. John Casbarian, with Taft Architects, then presented a slide presentation showing the various building designs created by his firm and advised of the use of models and drawings during the design process. The Council discussed with Hobbs-Wiginton-Fawcett/Taft Architects the fees they .had proposed for the city's project and any additional fees for other consultants or for interior design and how much of this could be done in-house; if all six gentlemen would be involved in the project from beginning to end and who the main project coordinator would be.;. if they had been involved in networking of buildings as to computer needs and access; if the firms had any experience dealing with other entities, such as private and public, to work toget- her to create a unique design for both parties; what the major access would be to the city's property; and if the firms were aware of the Sesquicentennial Park location adjacent to the Central Fire Station. James Wiginton spoke before the Council on all of the team members working together on this project and that parts of it would not be divided up and he stressed the major need to work with clients to determine what type of design and needs they have and want for their proposed projects. With no further questions from the Council, the Mayor thanked Mr. Wiginton and his associates for their presentation The Mayor recessed the called - special workshop session at 10:20 p.m. The workshop session reconvened at 10:30 p.m. Discussion on Selection of an Architect (Agenda Item III) City Manager Jon McCarty reviewed with the Council again the rating sheet and how city staff had used the rating system. The Council discussed not using the proposed rating system, but developing their own. The Council discussed items they considered should be a part of the rating, those being emphasis of involvement in the project design by city officials and staff, whether the city wanted the design to be traditional or innovative, and how much difference was there in the cost between each of the different firms. 119 The Council reviewed the memos prepared by city staff as to various references that had been obtained on each of the architectural firms and asked the staff questions regarding various aspects of their notes. The Council was advised that comments from the Library LV Board were available for their review and that they had made a recommendation. There was considerable discussion on whether a recommendation from the Library Board was appropriate at this time or whether the Council should make its determination and then view the Library Board's recommendation. It was the consensus that the Library Board's comments would be distributed to each Council Member and each member would decide if he wanted to also see the recommendation of the Library Board. Barbara Buehler, Library Director, distributed copies of the comments from the Library Board and the Council reviewed the comments. 119 ALLEN CITY COUNCIL APRIL 15, 1986 Page 5 These minutes approved on the 1st day of May 1986. Marty Hendrix, ITY SECRETARY r Discussion on Selection of an Architect (cont'd) (Agenda Item III) There was further discussion by the Council on which firm they considered to be the most traditional group, the firm that was most oriented to group participation, and the firm that demonstrated the highest creativity and uniqueness. Using their own method of rating, the Council Members then wrote down their ranking of the architectural firms by rating them, first, second and third. The following is a result of that ranking: 1. William H. Hidell Architects 2. Hobbs-Wiginton-Fawcett/Taft Architects 3. F & S Partners/The Oglesby Group Mayor Rodenbaugh advised the Council that their formal action on the architect selection would take place at the City Council Meeting to be held on Thursday, April 17, 1986. Items of Interest to the Council (Agenda Item IV) There were no items of interest to the Council at this time. Adjournment (Agenda Item V) MOTION: Upon a motion made by Mayor Pro Tem Farmer and seconded by Councilman Womack, the Council voted 6 - 0 to adjourn the called - special workshop session of the Allen City Council at 11:15 p.m. on Tuesday, April 15, 1986.
