The called - special workshop session of the Allen Planning and Zoning Commission was called to order by Chairman Glass at 7:34 p.m. on Wednesday, August 13, 1986, in the lunchroom area of the Allen Municipal Annex, One Butler Circle, Allen, Texas. Before the discussion of the agenda for the workshop session, Bill Petty, Director of Community Development, advised the Council and the Commission that Pardner's Restaurant in Allen had been sold and the new ownership would be under Figano's Restaurant. Mr. Petty explained some minor revisions in the business operation and requested an interpretation from the Council and the Commission as to whether a new floor plan would have to be submitted for the specific use permit at that location. After a brief discussion, it was the consensus of the Council and the Commission that the minor changes to the floor plan could be approved at the city staff level. 13S ALLEN CITY COUNCIL/ ALLEN PLANNING & ZONING COMMISSION AUGUST 13, 1986 Page 2 After further discussion, it was concluded that the city staff would design a procedure that would attempt to allow flexibility and provide a mechanism for ultimate control at the time of development on large zoning cases. This would allow developers, city staff, the Planning and Zoning Commission and the City Council to be able to work with the dwelling unit allocation numbers in the Comprehensive Plan. The Planning and Zoning Commission would review the city staff's recommendation, make appropriate changes, and forward to the City Council with their recommendation. Statement of the Purpose of the Workshop (Agenda Item II) Bill Petty, Director of Community Development, spoke before the Council and the Commission on issues to be con- sidered on large tract zoning cases. Mr. Petty explained to the Council and the Commission how city staff evaluates a proposed zoning case and explained the use of the Comprehensive Plan in the evaluation process and pointed out some of the aspects that developers are entitled to based upon their submissions. Mr. Petty distributed to the Council and the Commission copies of letters prepared by Harland Bartholomew & Associates, dated April 5, 1985 and March 18, 1985, which explained further how to interpret portions of the Comprehensive Plan for use in evaluating zoning cases. Mr. Petty reviewed page 40 of the Comprehensive Plan, which showed the land use tables and the Council and the Commission discussed how it is used in the zoning process. Mr. Petty also distributed to the Council and the Commission handout information showing development criteria for commercial/ office, medium and low density residential, and multi -family. There was considerable discussion by the Council and the Commission on the points presented by Mr. Petty and the need for flexibility in zoning and the use of the Comprehensive Plan in the zoning process. There was further discussion by the Council and the Com- mission on the consideration given on a zoning issue for sites dedicated for parks, open space, and school sites, the thoroughfare plan, the utility plan, the use of buffering, how much commercial and industrial areas are requested, the amount of flood plain on the property, and the number of dwelling units being requested on the property. There was considerable discussion on the development by city staff of criteria to be used on large tract zoning cases which would then be reviewed by the Planning and Zoning Commission. The Commission would then make a recommendation to the City Council. There was discussion on what elements should be included in that criteria and what directions should be given to city staff.
