Rodenbaugh, Mayor Council Members: Joe Farmer, Mayor Pro Tem Jerry Wilson Rex Womack Jim Wolfe Jim Pendleton Jack Pennington City Staff: Jon McCarty, City Manager Marty Hendrix, City Secretary Bill Petty, Director of Community Development Tom Keener, Development Coordinator The called - special session of the Allen City Council was called to order by Mayor Rodenbaugh at 7:09 p.m. on Wednesday, September 3, 1986, in the Council Chambers of the Allen Municipal Annex, One Butler Circle, Allen, Texas. Workshop on Large Tract Zoning Cases (Agenda Item II) Bill Petty, Director of Community Development, spoke before the Council on the scenario that had been prepared by city staff and how the proposed large tract zoning policies and procedures would be used on that zoning issue. Mr. Petty distributed to the Council the scenario which was called "Fantastic Acres". This zoning request consisted of a proposed 240 -acre planned development, located in the eastern portion of the city. This proposed zoning request contained zoning districts of commercial, multi -family and residential. Using the handout information that had been distributed at a previous Council meeting, Mr. Petty reviewed the zoning request using the prepared land use map and then explained how the large tract zoning requirements would be used in evaluating the proposal. A separate handout information sheet on the house and lot size distribution of the residential district was also distributed to the Council to explain the density of the residential units in each of the residential tracts. There was considerable discussion between the Council and city staff on how many times a planned development zoning request would appear before the Council for consideration in tw comparison to a straight zoning request, what determines the differentiation between straight zoning and planned development zoning issues, what can the adjacent property owner tell from the initial land use plan as to what can be developed on the property, is a site plan needed if a statement of intent is adhered to, what level of detail would the site plan reflect for residential uses, what are the advantages of planned development zoning over straight zoning, and when is the traffic analysis required. .6 ALLEN CITY COUNCIL SEPTEMBER 3, 1986 Page 2 Workshop on Large Tract Zoning Cases (cont'd) (Agenda Item II) There was further discussion on using the word "large" in the "large tract zoning criteria" and what that word exactly meant, making use of this zoning criteria as an option on all types of zoning requests, and stipulating that if the zoning request is a planned development then it will have to have a statement of development intent. Consider Approving Policies and Procedures Regarding Large Tract Zoning Cases (Agenda Item III) There was further discussion on the use of the word "large" and if it was needed to identify the zoning criteria. MOTION: Upon a motion made by Councilman Wilson and seconded by Councilman Pennington, the Council voted four (4) in favor of and three (3) opposed, with Council Members Womack, Wolfe and Pendleton casting the negative votes, to approve the policies and procedures for tract zoning cases, as presented by the city staff, as an option on any zoning case. The motion carried. Items of Interest to the Council (Agenda Item IV) This item was passed over at this time due to the fact that there were no items of interest to the Council. Adjournment (Agenda Item V) MOTION: Upon a motion made by Councilman Wilson and seconded by Councilman Pennington, the Council adjourned the called - special session of the Allen City Council at 9:30 p.m., on Wednesday, September 3, 1986.
