The called - special workshop session of the Allen Parks and Recreation Board was called to order by Chairman Proeschel at 7:43 p.m. on Monday, September 22, 1986, in the Council Chambers of the Allen Municipal Annex. -A-1 ALLEN CITY COUNCIL ALLEN PARKS & RECREATION BOARD ALLEN PLANNING & ZONING COMMISSION SEPTEMBER 22, 1986 Page 2 The called - special workshop session of the Allen Planning and Zoning Commission was called to order by Chairman Glass at 7:43 p.m. on Monday, September 22, 1986, in the Council Chambers of the Allen Municipal Annex. Mayor Rodenbaugh turned the meeting over to Mayor Pro Tem Joe Farmer. Dr. Farmer advised the members present of the organ- ization of the Greenbelt/Linear Park Steering Committee and the goals established for the committee. He advised of the funds that were raised from the landowners and developers in the community to fund the study rather than using tax dollars. He explained the process used for finding and selecting a consultant to do the work on the study and the committee's work with the consultant to produce the document being presented at this meeting. Mayor Pro Tem Farmer recognized members of the steering committee and outlined the presentation to be made by the consultant at this workshop meeting. Dr. Farmer turned the meeting over to David Morgan, consultant with Albert Halff & Associates. Review Presentation by Albert Halff & Associates (Agenda Item II) Mr. Morgan distributed to the Council, Parks Board, and Planning and Zoning Commission a handout containing information on the summary and recommendations of the Greenbelt/Linear Park Study, as well as a flow chart of the work plan for the study. Mr. Morgan reviewed the summary and explained the objectives of the study. Using a slide presentation, Mr. Morgan reviewed the field work that was conducted to produce an environmental inventory which contains the vegetation, wild life, scenic features, etc., along the creeks located with Allen. Mr. Morgan then explained the calculations that were developed to produce estimates for additional water runoff in developed areas as well as areas to be developed in the future. He also advised of water levels during a 100 -year flood at various points in the city. Mr. Morgan reviewed the flood plain management policies which were developed as a result of the Rowlett Creek Interjurisdictional Watershed Management Program. This was a study conducted by the North Central Texas Council of Governments interacting with various entities located along the Rowlett Creek corridor. Those policies were reflected on pages 63 through 67 of the study. Mr. Morgan then reviewed the minimial greenbelt maintenance costs, use of the flood plain areas for active and passive recreation needs; explained the maximum reclamation plan and the selective reclamation plan; and advised of the economic analysis of the land values adjacent to the flood plain areas and the evaluation of the alternatives presented. Mr. Morgan then reviewed the recommendations listed in Chapter 9 of the study. Those policies being: Policy 1: Base Flood Elevation (BFE): The 100 -Year Flood Plain Should be Based on a Fully Developed Watershed Land Use. Policy 2: Allow No Rise in Base Flood Elevation Policy 3: Velocity Controls ALLEN CITY COUNCIL ALLEN PARKS & RECREATION BOARD ALLEN PLANNING & ZONING COMMISSION SEPTEMBER 22, 1986 Page 3 I, Review Presentation by Albert Halff & Associates (cont'd) (Agenda Item II) Policy 4: No Alteration or Channelization of Rowlett Creek and Its Major Tributaries Policy 5: See Public Ownership of Remaining Flood Plain Policy 6: Buffer Zones Policy 7: Linear Park Policy 8: Pursue Discussion of Specific Development Standards During review of the policy elements, the Council, Park Board, and the Planning and zoning Commission discussed with Mr. Morgan the velocity controls as they relate to other adjacent cities and how the management of their flood plains can effect the velocity controls in Allen. Mr. Morgan then reviewed the recommendations as outlined under the section. of the Flood Plain Management Plan and Greenbelt Plan. The various recommendations under the Greenbelt Plan included: 1. Low Maintenance Greenbelts 2. Hike & Bike Trails 3. Equestrian Trails 4. Active and Passive Recreation Facilities 5. Nature Center 6. Central City Park Mr. Morgan briefly reviewed the development guidelines as proposed by the study for the development of property adjacent to the flood plain areas and the general recommendations of the study. Mr. Morgan pointed out that the last chapter of the study dealt with the implementation of the study into an effective document. Mr. Morgan distributed a flow chart to the Council, Parks Board, and the Planning and Zoning Commission showing the implementation process of the study and how it will be used on a zoning request as it comes before the city until final approval. There was discussion by Mr. Morgan with a lady in the audience on the construction of equestrian trails adjacent to hike and bike trails and the conflicts that might occur and the construction of the equestrian trails and what materials would be used for them. The Council discussed with Mr. Morgan the height of the floor elevations for housing built adjacent to the flood plain areas, discussed some locations in Allen that were very close to the flood plain areas, and discussed how important this study is to the city now and for future planning. Review of Upcoming Schedule (Agenda Item III) Mark Thornton, Director of Parks & Recreation, spoke before the members present on the schedule for final adoption of the Greenbelt/Linear Park Study. I, ALLEN CITY COUNCIL ALLEN PARKS & RECREATION BOARD ALLEN PLANNING & ZONING COMMISSION SEPTEMBER 22, 1986 Page 4 Review of Upcoming Schedule (cont'd) (Agenda Item III) Mr. Thornton advised that the Planning and Zoning Com- mission would be considering their recommendation on the study at their September 25th regular meeting at which time they would prepare an executive report on their findings of the study. The Parks and Recreation Board would be taking final action on the study at a special - called meeting to be held on September 29th. The City Council would then be considering the document for final approval at their regular meeting to be held on October 2, 1986. Items of Interest (Agenda Item IV) The City Council commended members of the steering committee, the consultant, and members of the Parks and Recreation Board for the work that had been put into the document.
