Min - Parks and Recreation Board - 1982 - 09/30 - Special CalledMinutes i Allen Parks and Recreation Board Special Meeting September 30, 1982 7:30 p.m. Community Meeting Room Members Present: Ron Workman, Helen Johnson, David Morgan, Bob Outman Member Absent: Russ Bratcher At 7:30 p.m, the meeting was called to order by Chairman, Ron Workman. Chairman Workman then called upon City Manager, Jon McCarty, to provide reports as listed on the Agenda: A. Appointments B. Dedication Reed Park C. Reed Park Construction D. Fall Softball Leagues E. Rowlett Creek Corridor A. Appointments Mr. McCarty reported to the Parks and Recreation Board that the City Council, at their Regular Meeting on September 16, 1982 reappointed David Morgan to Place 1, Russell Bratcher to Place 3, and Helen Johnson to Place 5 on the Board. Those appointments are effective October 1, and swearing in ceremonies for the three members will be held at the Regular Meeting of the Allen City Council on October 7. The appointments are for two years. B. Dedication Ceremonies for Reed Park Mr. McCarty provided an outline of the proposed Dedication Ceremonies (copy attached)• A discussion ensued concerning an appropriate date for the Dedication Ceremonies. Two dates were discussed, those being November 6 and October 23. However, upon further consideration to the time of year that the ceremonies would be held, it was the consensus of the group that these types of ceremonies with the recreational activities associated with them might be more appropriately held in the Spring. MOTION: There was a motion by Bob Outman and seconded by Helen Johnson to postpone the Dedication Ceremonies for Reed Park until the Spring of 1983. Vote 4 for, 0 opposed. It was further noted that it would be appropriate that a press release be developed in order to make the residents of Allen more aware of the facilities available at Reed Park. Bob Outman volunteered to develop that press release. L+ a Minutes Parks & Recreation Board Reed Park Recreation Board 9/30/82 u. 2 Mr. McCarty provided an update on the construction at Reed Park. The tennis courts are now complete. However, the nets for the tennis courts are not acceptable and will have to be replaced. The sprinkler system that was installed for the soccer field and the outfield of the softball field have been completed and are functioning properly. The water fountains have not as yet been operating properly and parts have been ordered to repair them and according to the contractor, they will be repaired upon receipt of the parts. The ball field areas have been seeded with hydro -mulch. The first application was not sufficient and a second application was made. It was reported to the Board that some of the grass on the fields has started to come up. Rowlett Creek Corridor The Board discussed the possibility of interconnecting various areas of the City with hike and bike trails. The Board also discussed the proposed Rowlett Creek Corridor study and identified certain elements that needed to be completed, those included a plan outline, the process for hiring a consultant, a list of possible contributors, development of an outline for a Plan Oversight Committee and also discussed an implementation element. It was decided by the Board that a special workshop will be necessary to complete preparations for the Rowlett Creek Corridor Study. MOTION: There was a motion by David Morgan and seconded by Bob Outman to set Wednesday, October 13 as a Special Workshop date to develop the strategy for planning for the future of the Rowlett Creek Corridor Study. Motion passed: 4 for, 0 opposed. A discussion item not listed on the Agenda was the proposed sale of bonds discussed by the Allen City Council at their Regular Meeting on September 16. The Board requested that a full report be provided to the Board at their next regularly scheduled meeting. MOTION: There being no further items for discussion, a motion was made by Helen Johnson and seconded by David Morgan to adjourn into an Executive Session. Motion passed, 4 for, 0 against. These Minutes approved as read this C/ day of C 198 2-. r Chairman Secretary Attachment to Minutes of 9/30/82 City of Allen 302 McDermott Allen, TX 75002 j June 10, 1982 To: John Uland, Parks & Recreation Director From: Jon McCarty, City Manager Suhj: Reed Park Dedication On Tuesday, June 8, I met with Russ Bratcher and Bob Outman of the Parks and Recreation Board to disucss ceremonies surrounding the dedication of Reed Park. Our discussion centered on a list of items developed by Russ and Bob. I have broken that list and other discussion topics into four categories which I am listing on separate sheets of paper. These are program, activities, budget and other requirements. I would like for you to review this material with the objective of providing more detail which can then be taken to the Parks and Recreation Board at their upcoming regular meeting. The purpose here is to allow the full Parks and Recreation Board to review the outline and approve it in draft form so that preparations can begin. If you have any questions, contact me. (typed from copy of memo) I. Reed Park Dedication - Draft Outline - Program 1. A printed program will be provided to all participants. 2. The program will also include the list of speakers which will include myself, Mayor Pierson, Dr. Horn, Ron Workman and Gene Reed. 3. The target date for the dedication will be the first Saturday in August, which is August 7, with the program and activities beginning at 10:00 a.m. and ending at noon or 1:00 p.m. II. Reed Park Dedication - Draft Outline - Activities 1. Parks and Recreation Director will fully develop the list of activities with the following as suggestions: 2. Saloons filled with helium will be released signifying dedication of the Park. 3. Attempt to secure the Allen High School Band for these activities. 9. Family picnics will be welcomed. 5. Other activities to include softball throw, sack races or three-legged races (mom/daughter - dad/son), watermelon eating contest, soccer demonstration, etc. 6. Frisbees with the "City of Allen Parks & Recreation Dept." printed on the frisbee will be given to winners of all events. 7. Free Dr. Pepper will be given to all participants and hot dogs will be sold at cost. Attachment to Minutes 9/30/82 WE Activities, continued 8. There will be no sign-up or pre -registration required to participate. III. Reed Park Dedication - Draft Outline - Budget 1. A budget of approximately $200 will be set as maximum to be spent for all activities associated with the Dedication. 2. The printed program should be done for the least cost that can be obtained - budget approximately $25. 3. Saloons filled with helium - budget approximately $50. 4. Purchase of frisbees for event winners - budget approximately R100. 5. Dr. Pepper to be donated by distributor. 6. Arrangement for selling of hot dogs to be made with local grocery store so that they can be sold at cost with all unused products to be taken back by grocery store. 7. Watermelons to be purchased at cost from grocery store - budget $25. 8. Other miscellaneous items needed to conduct the activities will be either donated by merchants or using existing Park & Recreation Department equipment. 9. The $200 or a portion thereof will br raised by requesting assistance through the Chamber of Commerce requesting that each business desiring to participate provide no more than $10 per business. If the full $200 is not raised in this manner, the budget will then be supplemented by Parks & Recreation Department funds. IV. Reed Park Dedication - Draft Outline - Requirements 1. Provide a plateform or trailer for speakers - suggest perhaps the Water and Sewer Dept. 1 -ton flat bed truck. 2. A PA system will be required -suggest borrowing from ASA. 3. Press releases - suggest work with the Allen American to allow several news releases prior to the event and perhaps have an article in the newlsetter upcoming in July. 4. There will be no cost to the participants and no signing up. 5. The Texas and American flags will be displayed on the speakers platform - suggest borrowing same from school district. 6. Delineate different play or activity areas by roping off or using other colorful markers - suggest flags or rope. (typed from copy of draft outline)
