MEMBERS PRESENT Ken Browning, Chairman Helen Johnson, Secretary Mickey Christakos, Vice -Chairman Clint Miller MEMBERS ABSENT Don Proeschel Gary Edstrom CITY STAFF PRESENT: Mark Thornton, Director of Parks and Recreation I. CALL TO ORDER Chairman, Ken Browning, called the meeting to order E, at 7:30 p.m. II. CONSENT AGENDA Approval of Minutes from May 13, 1985, Regular Called Meeting MOTION: There was a motion made by Clint Miller and seconded by Mickey Christakos to approve the Minutes of May 13, 1985, the Motion carried, 4 for, 0 against. III. DIRECTORS REPORT A. Summer Recreation Program Director Mark Thornton reported that Day Camp had started on June 3, with Sessions I and II having a full capacity enrollment of 60 children in each session. He reported that there was an on going program of spraying for chiggars and daily treament of partici- pants with sulphur. Session III has 15 openings still available, but 3 weeks before Yopening day. Session IV currently has 25 openings. 93 PAGE 2 PARKS AND RECREATION BOARD MINUTES - REGULAR CALLED MEETING JUNE 17, 1985 (Directors Report, cont'd) Thornton indicated that the program was termed successful by staff and parents. No complaints have been registered with his department, and Thornton credited good leadership for a great deal of the success of the program. The Playground Program has 38 signed up as of June 17. That enrollment is below the previous years numbers, and Thornton felt part of the reason was due to the increased openings in the Day Camp program, allowing twice as many children to participate. Thornton indicated his department may phase out the playground program next summer and possibly develop a program to meet the needs of pre-school age children. The Open Gym Program is seeing 15 to 20 partici- pants at Reed Elementary School Gymnasium each Monday thru Thursday. The Recreation Center opened with a Graduation Party for Seniors of Allen High School on May 28, 1985, with approximately 100 participants. The End of School party held on May 30, 1985, had a low attendance due to a lack of publicity by students involved in the advertising of the party. The Center continues to remain open on Friday and Saturday evenings, with recreational activities on Friday evening and two different Saturday nights having movies, popcorn and cokes. Softball continues with the Park and Recreation Department involved in maintenance support of ASA which has 647 children in 48 teams. The Adult League of softball continues with 600 participants in 40 teams. All adults with the exception of women, are currently playing on Jupiter field, with women playing at Hillside. Thornton indicated that with the completion of Ford Ballfield Complex, he expects a possible 60-70 teams to participate in the adult leagues of softball. There have been no complaints from participants this season, and Mark Thornton credited the establishment of an Allen Umpires Association by Trey Goodman as key to the success of this season. 94 PAGE 3 PARKS AND RECREATION BOARD MINUTES - REGULAR CALLED MEETING JUNE 17, 1985 (Directors Report, cont'd) Departmental Events Director Thornton gave a brief update on the City vehicle involved in a traffic accident on June 10, 1985. He told the Board that the truck was being used to maintain ballfields, and had been totaled out by the insurance company. Two temporary workers hired to maintain ballfields during the summer were in the vehicle and sustained minor injuries. The fields are now being prepared by hand and will continue to be for the remaining three week period. C. Capital Improvements Program Thornton reminded the Board members that the Bond Election would be held this coming f Saturday, June 22, 1985. He expressed 1 regret that the Board was not more involved in the advertising program for the Bond election, but felt lack of time was major factor. IV. REVIEW INFORMATION SHEET ON PARKS AND RECREATION BOARD FOR CHANGES Director Thornton referred the Board to the Agenda Packet in which a Fact Sheet for the Parks and Recreation Board was included. The Board members were asked to review the information and made changes where appropriate. Chairman Ken Browning suggested that an average number of meetings per month be indicated on the Fact Sheet, as well as possible background suitable for Park and Recreation. REVIEW AND CONSIDER RECOMMENDATION TO CITY COUNCIL FOR THE CONSULTANT FOR THE GREENBELT/LINEAR PARK STUDY Director Thornton reported to the Board that a meeting had taken place with Albert Halff and Associates on June 13 at which time the budget limit for the City of $110,000 was presented and Halff and Associates agreed to drop their original 95 PAGE 4 PARKS AND RECREATION BOARD MINUTES - REGULAR CALLED MEETING JUNE 17, 1985 (Review and Consider Recommendation to City Council for the Consultant for the Greenbelt/Linear Park Study, cont'd) estimate of $120,000 to the $110,000 stipulated by the City. Thornton said he had asked Halff and Associates to include some more particulars not included in their original proposal. Thornton told the Board members that four of the five presentors participating in the oral presentations did a very good job, and it was a very close decision on the part of the Steering Committee involved in the selection process. MOTION: Mickey Christakos made a motion to recommend the approval of Albert Halff and Associates as the consultant for the Greenbelt/Linear Park Study to the City Council. Clint Miller seconded the motion carried 4 for, 0 against. Director Thornton told the Board that it would take approximately nine months from the time the project was begun until completion. VI. OTHER BUSINESS Mark Thornton told the Board that Place 1 on the Park and Recreation Board would be filled this Thursday, June 20. Thornton reported that he had received a letter from the Texas Parks and Wildlife Department indicating that approval was still pending from the Health Department on final approval of Ford Park. After contacting the Health Department he learned that the Ford Park hearing was scheduled for the second week in July. Upon further phone calls to Austin, there is a possibility of the review taking place by the end of June. VII. ADJOURN There being no further business, the meeting was adjourned.
