CALL TO ORDER The meeting was called to order at 7:45 p.m. by Chairman, Don Proeschel II. APPROVAL OF MINUTES Regular Called Meeting, April 16, 1990 MOTION: Tom Clark moved to accept the Minutes from the Regular Called Meeting of April 16, 1990, as presented. REQUEST TO ADDRESS PARKS AND RECREATION BOARD BY ALLEN RESIDENT, DON WENDT Allen resident Don Wendt of 911 Springbrook, introduced himself to the Board and requested a few minutes to discuss his concerns regarding the Open Gym Program and its operation regarding basketball play. He was concerned about the use of the Open Gym Program by non-residents, and the policy of allowing a team to play three consecutive games as long as they are winning. Mr. Wendt felt this put the younger, less experienced players at a disadvantage and made several proposals he would like to see implemented. Following a brief discussion regarding the Open Gym Program and basketball, Mr. Wendt was thanked for his concern and willingness to take time to appear before the Board. Director, Rhoda Savage assured Mr. Wendt she would review the goals of the Open Gym Program and take his proposals under advisement. Mr. Wendt also expressed his concern over the lack of practice fields for softball and baseball season. He described several other cities and their solutions to lack of practice fields. Again, the Board assured Mr. Wendt that they appreciated and shared his concern, but due to the high prices of land in Allen felt there were no short-term solutions. III. DIRECTOR'S REPORT A. Program Update on Spring Leagues and Open Gym Rhoda provided Board members with a memo from Ed Voss, Program Coordinator give the update information for Spring Softball Leagues as well as Open Gym. Ed reported that spring softball is in its final week of play. Ninety games are scheduled to be played at Ford Park this week including 45 of those on Saturday, May 19. At this point, only tie -breakers will need be played in Plano on June 2-3. Ed also reported that spring volleyball ended May 7. Six teams participated, and games were played at Story Elementary School. The fall league will start September 17 with games at Vaughan Elementary School on Mondays. The YMCA and ASA baseball seasons begin this week with the Ford fields along with Jupiter, Reed and Hillside ballfields being turned over to ASA on Monday, May 21. The ASA and YMCA soccer seasons lack only two games being complete for the spring season at McDermott Soccer Fields. Ed reported that 1,085 people used the Open Gym Program during the month of April, with operation of 19 days at Reed PAGE 3 MINUTES - PARKS AND RECREATION BOARD MAY 14, 1990 Elementary Gymnasium. A volleyball version of the Open Gym Program was instituted during the adult volleyball season at Story Gymnasium on Thursday evenings. This program is currently under evaluation to see if it should be sustained annually. Ed indicated that additional manpower to supervise the program will need to be included in the 1990-91 budget in order to move forward with operating the Volleyball Open Gym Program. As of May 8, the floors at Vaughan Elementary Gymnasium were finished and Open Gym moved back to that facility. Allen residents John Karl, Wilma Karl, Kathi Martin, and Doug Martin requested permission to voice their concern that the Volleyball Open Gym Program not be abandoned. They all expressed a desire to have the opportunity for volleyball play during times of the month other than the City of Allen Volleyball League months. It was felt that if more advertising were given to the Volleyball League by the City of Allen, attendance would increase. All Board members were invited to join them either at the Volleyball Open Gym Program, as well as the regular Volleyball League. Staff thanked them for their concern and agreed to evaluate the Volleyball Open Gym Program for further expansion and alternatives. B. Comprehensive Plan Survey Update Director Savage provided the Board with information from the Community Development Department regarding the Comprehensive Survey Update. 1200 Surveys Mailed Out 689 Surveys Returned (57.4%) 527 Surveys stated that in general, they were satisfied with City operations 139 Surveys stated that in general they were not satisfied with City operations 1) 92 said they had not expressed their concerns to the City 2) 47 said they had expressed their concerns to the City 3) Statistics regarding expressed concerns: Person Professional Satisfaction Contacted: Attitude: Resolved: Staff (32) 19 yes 13 no 8 yes 24 no Council (8) 6 yes 2 no 2 yes 6 no Boardl Comm. (4) 2 yes 2 no 0 yes 4 no All of Above(3) 1 yes 2 no 0 yes 3 no PAGE 4 MINUTES -PARKS AND RRCREATION BOARD MAY 14, 1990 Rhoda also reported that temporary data entry personnel had been hired by the Department of Community Development to input data from the surveys, and at the present time it is estimated that it will be at least 60 days before any results could be published. Summertimes Brochure Rhoda provided Board members with a copy of the 1990 Summertimes Brochure produced in-house by Ed Voss with input from Sandy McGowan and the Allen Public Library Staff. Most Board members reported they had received their brochures in the mail in a timely manner and expressed pleasure at what a professional job staff did of producing the brochure. Rhoda announced that registration for summer programs would be held at the Allen Public Library on Saturday, May 19, from 10 a.m. until 2 p.m. D. FY90191 Budget Director Rhoda Savage provided the Board members with a copy of the Fiscal Year 1990-91 Budget Calendar of events for their review. The schedule is as follows: June 28 City Council - Called Special Workshop Session on Budget July 31 City Manager Delivers Budget for FY 1990- 91 to City Council August 2 City Council Regular Meeting - City Council acknowledges receipt of budget and sets Public Hearing date for FY1990- 91 Budget August 10,11,12 City Council Budget Retreat August 16 City Council Regular Meeting - City Council to set date for Public Hearing on tax rate (if needed) August 23 City Council - Called Special Session - Public Hearing on FY 1990-91 Budget August 30 City Council - Called Special Session - Public Hearing on Tax Rate (if needed) September 20 City Council - Regular Meeting - City Council to adopt Budget and Tax Rate for FY 1990-91 E. Texins Update Rhoda reported that the City of Allen had a verbal extension of their TPWD Grant for two years (1 year to clean up the property, and 1 year for construction). Rhoda indicated she would be writing a letter and forwarding a Calendar of events to the Board Members. PAGE 5 MINUTES - PARKS AND RECREATION BOARD MAY 14, 1990 V. ALLEN COUNTRY FAIR VI. Rhoda indicated that the Allen Jaycees had made a formal request of the City of Allen Parks and Recreation Board to co-sponsor and support the annual Allen Country Fair. She indicated that this year the location for the Fair would be downtown Allen. She indicated that the Parks Department would be hosting a bike tour on that day, pool activities for the bikers, as well as the annual 3 -on -3 basketball tournament. The Board offered unanimous support of the Allen Country Fair with support of the Parks and Recreation Department. Rhoda indicated that this years Fair would hopefully involve all community organizations (Lions, Rotary, Community Education Advisory Board, Kiwanis, etc.). She also reported that the Allen Public Library would be the recipient of any funds raised by the Allen Country Fair (primarily booth rental space). There was no other business to report. VII.
