CALL TO ORDER The meeting was called to order at 7:40 p.m. by Chairman, Don Proeschel. II. APPROVAL OF MINUTES Approval of Minutes from the Regular Called Meeting, August 13, 1990 MOTION: Tom Clark moved to accept the minutes from the Regular Called Meeting of July 9, 1990 as presented. David Clark seconded, and the motion carried 4 for, 0 against. III. DIRECTOR'S REPORT A. Recreational Program Update PAGE 2 MINUTES -PARKS AND RECREATION BOARD AUGUST 14, 1990 Rhoda Savage provided the Board with a copy of a memo from Ed Voss indicating that the Adult Athletic Programs for the summer were progressing well. Adult Basketball was ending their season as of Monday, August 13, with 6 teams participating. Adult Fall Softball had another record sign-up with 61 teams signing up as opposed to 53 last fall. Of the 61 teams signing up, 41 are returning teams from the Spring 1990 season. This is a 30 -team increase over softball registration for calendar year 1988 and a 26 -team increase over 1989 registration. Fall volleyball registration will be held August 27-31 with the season beginning on Monday, September 17 at Vaughan Elementary Gymnasium. Coaches meeting is scheduled for August 27, 7:30 at the Allen Public Library. Entry Forms are being circulated for the annual 3 -on -3 Basketball Tournament conducted in conjunction with the Allen Country Fair. Winter basketball registration will be conducted October 22-26, with the season beginning the week of November 12. The coaches meeting will be conducted October 22 at the Allen Public Library. The soccer season for the YMCA and ASA will begin on September 8. Concern has been expressed by ASA regarding the turf conditions at both McDermott and Ford Park. ASA will play its fall football leagues at Reed Park beginning Saturday, September 15. This will be a game field only, with no practices allowed. Scoreboards will not be provided ASA by the City of Allen this coming season. Open Gym Update information provided the following statistics: basketball daily average attendance - 52 basketball monthly attendance - 1,041 volleyball monthly attendance - 72 volleyball daily average attendance 18 Summer Youth Recreation activities will end as of August 17, 1990, and the following are participation figures: tennis - 124 baseball camp - 30 football camp - 8 golf camp - 24 PAGE 3 MINUTES - PARKS AND RECREATION BOARD AUGUST 14, 1990 basketball camp - 30 soccer camp - 22 day camp - 163 fish camp - 39 CIT - 17 Total All Youth Recreation Summer Programs: 457 IV. OPEN GYM HOURS OF OPERATION Ed Voss offered the following recommendations for the operation of the Open Gym Programs: Staff shall not permit full -court basketball at any time. Only cross -court (half -court) will be allowed. Guests should be permitted until gym usage becomes crowded on a regular basis. If the gym becomes crowded, we should be prepared to enact a limited access program in which identification must be shown to enter the gym. Because the gym is property of the AISD and therefore supported by residents which may have McKinney, Lucas, Wylie, Lovejoy addresses, the AISD must be contacted prior to any non- resident policy being adopted. Extend the hours during non -school (summer) from 9 a.m. to 9 p.m. to offer a better opportunity for young people to use the facility without competing with adults for gym time. Continue volleyball open gym through the end of November (the end of volleyball season) and then re-evaluate participation figures over that length of time to see if this is something we really are spending too much of our budget on for a few special interest people. Ed also recommended winners of cross -court (half -court) basketball games or volleyball games be restricted to two consecutive games regardless of participation levels. The Board agreed to support all of staff recommendations regarding the Open Gym Program. IV. POOL HOURS OF OPERATION Sandy McGowan, Special Activities Coordinator has listed the following hours of operation for Ford Pool effective the rest of the summer: PAGE 4 MINUTES - PARKS AND RECREATION BOARD AUGUST 14, 1990 V. August 27 - August 31, 4 p.m. to 7 p.m. September 1, 2, and 3, 1 p.m. to 6 p.m. September 4, closed for year Rhoda provided the Board Members with a list of 1990 Park Improvement projects which included the following: Wildflower Seeds Backstops (Story) Kiosk Soccer Goals Volleyball Sand Pit Water Fountains Dugout Covers Grills Public Address System Volleyball Posts Signs (entrylpark rules) The following priority ranking was given the above items during 1989. 1st - Soccer Goals 2nd - Water Fountains 3rd - Volleyball Posts & Backstops Rhoda reported that there was an additional item she wanted to add to the list for 1990, that being the lighting of Ford playground (by the ballfields). Following a brief discussion by the Board, it was determined that the Board would support spending the funds in the following manner for 1990: 1st - Lighting of Playground at Ford Park 2nd - Constructing Sand Pit Volleyball Area 3rd - Water Fountain Updates VII. ADOPT -A -SPOT (STREET) After being presented with the Adopt -A -Spot Proposal and Adopt -A - Street Proposal, the Board agreed that with minor revisions to the proposed agreements, staff should proceed ahead with a program they deemed "very innovate and worthwhile". VIII. CEMETERY RULES & REGULATIONS PAGE 5 MINUTES - PARKS AND RECREATION BOARD AUGUST 14, 1990 After briefly reviewing the proposed rules and regulations for the operation of the City of Allen Cemetery, the Board agreed that rules must be in place as soon as possible and supported the document presented by Rhoda Savage. Suggestions were made for contacting the Restland, Laurelland, and Singing Hills landscape architect for input on guidelines for cemetery operation. A variety of problems associated with the operation of the Cemetery were discussed along with possible solutions. DC. CAPITAL IMPROVEMENTS PROGRAM Rhoda informed the Board that $5,000,000 was approved with a bond election, with $2,500,000 having been sold. Of that $2,500,000, $875,000 remains unused. This funding is currently "ear -marked" for the Special Use Facility development. She suggested that other items needing to be addressed within the near future regarding bond spending would be: Cemetery Improvements Sesquicentennial Park Acquisition and Development of the Texins Property Story and Ford Park Improvements (Softball & Soccer) Cottonwood Greenbelt (in Collin Square) Country Meadows Reed Improvements Rhoda provided Board members with a conceptual drawing by J. T. Duncan for Wilson Creek, indicating Greenbelt Linear Park areas. It was determined that when new Board members are in place (October 1, 1990) a sub -committee be formed to study and formulate Development Recommendations which would include Greenbelt Recommendations. X. EXECUTIVE SESSION: BUDGET, PROPERTY, UPGRADE CONSIDERATIONS(CLOSED TO THE PUBLIC AS PROVIDED IN ARTICLE 6252-17, SECTION 2(f), V. A. T. C. S. The Board convened to Executive Session at 8:40 p.m. The Board reconvened to Regular Session at 9:00 p.m. XI.
