MEMBERS PRESENT Richard Saunders, Vice -Chairman David Clark, Secretary Tom Clark Mary Widdowson-Martin Ray Galloway Jim Waldbauer MEMBERS ABSENT Rick Allen STAFF PRESENT Rhoda Savage, Director of Parks and Recreation Sue Witkowski, Secretary GUESTS PRESENT None I. CALL TO ORDER Vice Chairman, Richard Saunders called the meeting to order at 7:45 p.m. II. APPROVAL OF MINUTES Regular Called Meeting, September 17, 1990 MOTION: David Clark moved to accept the minutes from the Regular Called Meeting of September 17, 1990 as presented. Tom Clark seconded, and the motion carried 6 for, 0 against. III. ELECTION OF OFFICERS A. Chairman PAGE 2 MINUTES - PARKS AND RECREATION BOARD OCTOBER 8, 1990 MOTION: Mary Widdowson-Martin moved to nominate Ray Galloway for Chairman, Richard Saunders seconded, the motion carried 6 for, 0 against. B. Vice -Chairman MOTION: Richard Saunders moved to nominate Tom Clark for Vice -Chairman, David Clark seconded, the motion carried 6 for, 0 against. C. Secretary MOTION: Mary Widdowson-Martin moved to nominate David Clark for Secretary, Richard Saunders seconded, the motion carried 6 for, 0 against. IV. DIRECTOR'S REPORT A. Overview of Park System and Staffing Director, Rhoda Savage presented overhead projections of the line -item budget for fiscal year 1990-91 as well as staffing for the upcoming fiscal year. Along with these presentations, were also presented organizational charts from the past three years, maintenance areas listed by streets, classification system for park areas, maintenance crew responsibilities, athletic field budget for 1988 - present, athletic league participation numbers, 1989 summary of parkland inventory and assessment, as well as graphs of those numbers. B. Story Park Dedication Update Rhoda reported that Story Park Dedication went very well with cake, balloons, punch, speeches by the Mayor and Don Proeschel along with approximately 30 residents in attendance. C. Allen Cemetery Entrance Update Rhoda reported having taken the entrance proposal to City Council on September 20, at which time the Council directed staff to enter into a contract with Blaney Meadows for the plans and specifications for the entrance to the Allen Cemetery. Rhoda indicated that the contract had been signed and that Steve Malone representing Blaney Meadows will have plans and specifications ready to present to the City Council at their meeting on October 18. She indicated the need for a Special Called Meeting prior to the Council meeting so that Park Board may consider these plans - possibly October 17. PAGE 3 MINUTES - PARKS AND RECREATION BOARD OCTOBER 8, 1990 V. CITY OF ALLEN CEMETERY RULES REVIEW VI. Following a brief discussion, the following motion was made regarding the proposed rules for the Allen Cemetery. MOTION: Tom Clark moved to accept the proposed rules for the City of Allen Cemetery as written and recommend same to the City Council. Mary Widdowson-Martin seconded, and the motion carried 6 for, 0 against. David Clark questioned if the raw data was available on the Comprehensive Plan Survey Update. Rhoda indicated that it was not. David Clark also expressed concern over the parking along Allen Heights on Saturdays by the Allen Sports Association Football participants. Tom Clark questioned the temporary fencing at Reed, why it was put in place, and expressed concern over the safety of the fencing. He also questioned the lighting of the softball diamond at Reed Park. The idea of a park tour being held on Saturday November 10, 1990 was discussed and it was determined that a telephone poll would be taken of members to examine the feasibility of this meeting. Jim Waldbauer was introduced as the newly appointed Park Board members and he gave the Board a brief background on himself and his family. VII.
