CALL TO ORDER Chairman Ray Galloway called the meeting to order at 7:35 p.m. II. CONSIDER PLANS AND SPECIFICATIONS FOR THE ENTRANCE TO THE ALLEN CEMETERY The Board was presented with a memo from Rhoda Savage, Director of Parks and Recreation, sent to Jon McCarty, City Manager. The contents of the memo were as follows: BACKGROUND Staff was authorized by Council in their September 20, 1990 meeting to contract the Services of Blaney Meadows Landscape Company. Services requested include the preparation of plans and specifications for improvements to the Allen Cemetery. PAGE 2 MINUTES -PARKS AND RECREATION BOARD OCTOBER 17, 1990 ANALYSIS To expedite the project staff has requested the plans and specifications for the north cemetery boundary be delivered to the City as soon as possible. Other "phases" of the cemetery "renovation" project will be brought forth in the future. Thus, once approved staff can advertise to accept bids on constructing the main cemetery entrance, the north fence, the gates for the east and west entrances, plus aligning the new fence with the existing street. Plants that are located along the existing fence line will be removed with the exception of five crape myrtles. The crapes will be pruned to improve their appearance. FISCAL ff"ACT (See plans and specifications) RECOMMENDATION Staff would like the Council to approve the plans and specifications for renovating the north boundary of the Allen Cemetery. We would also like authorization to accept bids for that project. Following a brief discussion by the Board and guests, questions were resolved regarding the old fence line as opposed to the new fence line, limestone to be used, possible usage of square stone donated to Cemetery Association, entryway and base bids as well as alternate bids. MOTION: David Clark moved to recommend the proposed entryway to the Allen City Council. Jim Waldbauer seconded, and the motion carried 5 for, 0 against. III. OTHER BUSINESS Mr. Rex Womack, City Councilman reviewed the process that the City went through in 1985, and that the plan needs to be updated every five years. Survey was developed in-house with City Staff mailing out 1,200 surveys to a random selection of residents (59% of those mailed out were returned). A committee was formed from the City Council to review the results of the survey. There will be a series of seven articles published in the Allen American, the first appearing Saturday, October 20. It was determined that the article containing information regarding Parks and Recreation will be published in PAGE 3 MINUTES - PARKS AND RECREATION BOARD OCTOBER 17, 1990 February. Mr. Womack indicated that it has taken six weeks to prepare the first article for publication. Any questions regarding the article will be directed to Mr. Bill Petty, Director of Community Development. A copy of that first article is attached to these minutes for future reference. IV.
