MEMBERS PRESENT Lonnie Thomas, Chapman Jim Waldbauer, Vice -Chairman Ross Obermeyer, Secretary Byron Nielsen Leah Magruder MEMBERS ABSENT Frank Maitland GUESTS PRESENT None STAFF PRESENT Rhoda Savage, Director of Parks and Recreation I. CALL TO ORDER The meeting was called to order at 7.30 p.m., by Chairman Lonnie Thomas. II. CITIZENS COMMENTS There were no citizens wishing to speak at this time. III. APPROVE MINUTES FROM JUNE 13, 1994 REGULAR CALLED MEETING AND AUGUST 1, 1994, SPECIAL CALLED MEETING I PAGE 2 PARKS AND RECREATION BOARD MEETING AUGUST 8, 1994 MOTION: Jim Waldbauer moved to accept the Minutes as presented. Leah Magruder seconded, and the Motion carried 5 for, 0 against. IV. TABLED ITEM: SUMMARIZE PARKS AND RECREATION BOARD INPUT ON BOARD APPOINTMENT In response to a request from the Mayor for members recommendation regarding Parks and Recreation Board appointments, the following issues were discussed: Length of Term: As Currently Stated: Three consecutive 2 year terms (6 year limit) Currently, Board members serve two years with reappointment considered by the Council at the end of each term. There is a limit of three consecutive two year terms. It is the Board's recommendation that the current six year limit be lifted. Board members serve at the discretion of the Council. Consideration for reappointment should be based on Board member performance, attendance and Council approval. Where as voters determine the length of service of elected officials, the Council determines the same for their appointees. Attendance: As Currently Stated: If a member misses three consecutive meetings without formal consent of the Board, they will be retired as a member. Retirement will be certified by the Chairman to the City Council. The Parks and Recreation Board recommends that the Charter be modified to state "no more than 25% of the Regular Scheduled Board Meeting shall be missed during a calendar year without formal consent of the Board." Rules of Operation: As Currently Stated: Roberts Rules of Order and as described in the Powers and Duties section of the by-laws established by ordinance. PAGE 3 PARKS AND RECREATION BOARD MEETING AUGUST 8, 1994 Board members recommended the Rules of Operation stay the same as currently stated. The following points were made during the discussion by the Board members: as the City grows, it is believed the role of the Boards and Commissions should change by taking on more Council delegated responsibilities. Scheduled reviews of the City Charter and Code of Ordinances should be performed to reflect needed changes. The Mayor has initiated and stressed the importance of the interdependent - relationships of the Boards and Commissions. That effort is worthwhile and should be continued. In that regard, the board recommends the role of the Boards and Commissions be more clearly defined. This definition should include means of interaction with other Boards and Commissions and with the City Council. Recently the Parks and Recreation Board has been given some opportunities for interaction with other Boards and Commissions and the City Council. An example of this interaction was the direction of a Park and Recreation Board Member to attend Planning and Zoning Commission workshops or meetings concerning zoning and.or land development projects. These projects usually entail park land issues. This allows the Parks and Recreation Board, through its liaison, to have a clear understanding of the issues that Planning and Zoning is concerned with, and to provide valuable input that is reflective of a unified and coordinated effort. It was suggested efforts of this type be expanded. The Board discussed holding a September workshop in -lieu of the Regular Scheduled meeting. Everyone agreed that the second weekend in September (Saturday the 10th) would be a good date. V. OTHER BUSINESS None VII.
