Approve Minutes December 11, 1986 (Agenda Item II) Chairman Glass read the agenda item into the record as follows: "Approve minutes of December 11, 1986, Regular Meeting." MOTION: Upon a motion by Commissioner Armand and a second by Commissioner Garcia, the Commission voted 6 FOR and 0 OPPOSED to approve the minutes of December 11, 1986, as presented. The motion carried. I I I ALLEN PLANNING & ZONING COMMISSION JANUARY 8, 1987 PAGE TWO Final Plat Stacy Road Pump Station (Emergency Item) Chairman Glass read the agenda item into the record as follows: "Final Plat - Consider final plat approval for the Stacy Road Pump Station, being a 5.974 acre tract in the James T. Roberts Survey, Abstract No. 777, Collin County, Texas, said tract being part of a 148.614 acre tract described in deed to Hassie Hunt in Volume 966, Page 462, and also being all of a tract of land described in deed to the City of Allen in Volume 2486, Page 152, Deed Records, Collin County, Texas." Mr. Bill Petty presented the plat to the Commission. He stated that this plat is for property reserved by the City out of the Hassie Hunt property for the water storage tank. MOTION: Upon a motion by Commissioner Garcia and a second by Commissioner Lee, the Commission voted 6 FOR and 0 OPPOSED to approve the final plat for the Stacy Road Pump Station. The motion carried. Discussion Item Revisions to Comprehensive Zoning Ordinance (Agenda Item III) Chairman Glass read the agenda item into the record as follows: "Discussion of recommended changes and additions to the Comprehensive Zoning Ordinance." Mr. Tom Keener reviewed with the Commission the direction that City Council gave after the last joint workshop meeting. Direction was given to examine the "LI" Light Industrial district, establish two Commercial districts, and to establish a new Corridor Commercial "CC" district. It was discussed that descriptions for the new districts would be developed from wording out of the Comprehensive Plan. Staff proposals and information were distributed to the Commission, and are attached and made a part hereof. Mr. Keener reviewed the information before the Commission regarding the Corridor Commercial district. It was established that the FAR will be based on gross acres. Mr. Petty presented the proposals for the Multi -family districts 1, 2, and 3. MF -1 is 12 units per acre; MF -2 is 24 units per acre; and MF -3 is 18 units per acre. ALLEN PLANNING & ZONING COMMISSION JANUARY 8, 1987 PAGE THREE Discussion Item Revisions to Comprehensive Zoning Ordinance (Cont.) (Agenda Item III) Suggested changes to the Landscaping and Fences and Walls sections of the Zoning Ordinance were discussed. Changes to the parking requirements in retail areas were discussed. Statements concerning the prohibition of outside storage were added to the "Purpose" section of the "GO" Garden Office and "IT" Industrial Technology districts. Commission discussed the proposal before them for the "GO" district. MOTION: Upon a motion by Commissioner Karlsruher and a second by Commissioner Armand, Commission voted 6 FOR and 0 OPPOSED to send a recommendation to City Council to approve the proposal for the "GO" Garden Office district. Commission discussed the proposal before them for the "IT" Industrial Technology district. MOTION: Upon a motion by Commissioner Armand and a second by Commissioner Karlsruher, Commission voted 6 FOR and 0 OPPOSED to send a recommendation to City Council to approve the proposal for the "IT" Industrial Technology district. Commission discussed the floor space recommendation on the multi -family districts that were presented by City staff. MOTION: Upon a motion by Commissioner Lee and a second by Commissioner Armand, Commission voted 6 FOR and 0 OPPOSED to send a recommendation to City Council to approve the floor space recommendations made by City staff for the MF -1, MF -2, and MF -3 districts. Commission discussed the landscaping requirements presented by City staff. MOTION: Upon a motion by Commissioner Armand and a second by Commissioner Lee, Commission voted 6 FOR and 0 OPPOSED to send a recommendation to City Council to approve the landscaping requirements presented by City staff with the addition of the wording "the following year" after "April l." ALLEN PLANNING & ZONING COMMISSION JANUARY 8, 1987 PAGE FOUR Discussion Item Revisions to Comprehensive Zoning Ordinance (Cont.) (Agenda Item III) Commission discussed the changes to Section 3.06 "Fences and walls" as presented by City staff. MOTION: Upon a motion by Commissioner Karlsruher and a second by Commissioner Lee, Commission voted 6 FOR and 0 OPPOSED to send a recommendation to City Council to approve the requirements presented by City staff with a change in paragraph "c" to indicate "four (4)" full growing seasons. Commission discussed the changes presented by City staff regarding parking requirements and the decision was made to bring this item back at a later date for a consensus after proper review. Commission discussed the "CC" Corridor Commercial district outlined by City staff. The purpose and height regulations were reviewed, as well as front yard requirements. The consensus of the Commission was to eliminate paragraph "a" under Area Regulations, and amend paragraph "b" to read as follows: "b. There shall be a minimum front yard having a depth of not less than 50 feet, provided that any building or portion of building greater than 45 feet in height must be set back from property lines one foot for each one foot above such limit, with a maximum setback of 200 feet, regardless of the height of the building." MOTION: A motion was made by Commissioner Garcia and seconded by Commissioner Armand to include "Glazing" in the allowed building materials section of the "CC" Corridor Commercial, "GO" Garden Office, and "IT" Industrial Technology districts. A motion was made to amend the above motion by Commissioner Armand and seconded by Commissioner Karlsruher, to include the "LI" Light Industrial" and "O" Office districts. Commission voted 6 FOR and 0 OPPOSED to include the above districts in the motion on the floor. Commission voted 6 FOR and 0 OPPOSED to approve the above motion. The motion, as amended, carried. (Agenda Item III) Commission discussed the allowable uses in the "CC" district as presented by City staff. The Commission was undecided whether to remove "S" designation from day care use. Consensus of the Commission was to add "no outside storage" to the Bicycle Shop and Repair Service category; to add "S" and remove "no outside storage" to the Boat Display, Sales/Repair (New Boats) category; to remove the "S" designation from Service Station category; to remove "S" designation from Auto Laundry designation; and to change the Car Sales designation to New Car Dealership. The Commission discussed the "LI" and the two proposed new Commercial districts, and the consensus was reached to bring recommendations hack at the next meeting. Commissioner Garcia left the meeting at 9:30 p.m. Other Business: (Agenda Item IV) Tom Keener advised the Commission of items to appear on the next upcoming agenda. The regulations in this district are intended to preserve a high quality business park and employment center with regard to architecture, aesthetics, noise, access and circulation. Hotel or Motel (#60) Height Regulations - Maximum height of the main building shall not exceed three to five (3 - 5) stories, except office buildings that are within 1,000 feet of cross arterials or major intersections, may obtain a maximum height of 15 stories. Area Regulations - 1. Front Yard a. There shall be a minimum front yard having a depth of not less than 100 feet (adjacent to any street with a right-of-way of 100 feet or more). b. There shall be a minimum front yard having a depth of not less than 50 feet adjacent to any street with a right-of-way less than 100 feet, provided that any building or portion of building greater than 45 feet in height must be set back from property lines one foot for each one foot above such limit, with a maximum setback of 200 feet, regardless of the height of the building. C. Lots having double frontage shall provide the required setback from both streets. d. No parking, storage, or similar uses shall be allowed in required front yard in this district. 2. Side Yard a. There shall be a minimum side yard for each side of the tract or lot on which any single building or buildings complex is constructed of 25 feet, provided that any building or portion of building greater than 25 feet in height must be setback from any side street, alley, or "R" district one foot for each one foot above such limit, with a maximum setback of 100 feet, regardless of the height of the building. 3. Rear Yard a. There shall be a minimum rear yard of 25 feet except a rear yard of not less than 50 feet in depth shall be provided upon that portion of a lot abutting or across a rear street or alley from an "R" district, however, any building exceeding 45 feet in height must be set back one foot for each one foot above such limit, with a maximum setback of 100 feet regardless of the height of the building. "CC" CORRIDOR COMMERCIAL DISTRICT REGULATIONS (CONT.) 4. Lot Coverage a. No requirement except that required by establishment of yard or landscaping requirements. 5. Floor Area Ratio - The ratio of total floor area of all buildings to total land area shall be as follows: 1Office or Industrial: 1:1 1Retail: .3:1 5. Building Regulations - a. Type of Materials - All main building exteriors shall be constructed of stone, brick, tile, cement, concrete, or similar materials. C 1* Denotes Office or Industrial Uses 0 Denotes Retail uses "IT" INDUSTRIAL TECHNOLOGY DISTRICT Purpose - This district is characterized by development of industrial parks for the purpose of light distribution processing and manufacturing. The regulations in this district are intended to provide for a campus type of development for building sites to accommodate land uses on tracts that average four acres or more. Outside storage, which includes, but is not limited to, equipment, machinery, commodities, raw, semifinished materials, and building materials, that is visible from the building lot line at ground level is not allowed in this district. Use Regulations - a. Office buildings. b. Electronics products manufacturer. C. Apparel or related manufacturer. d. Light fabrication and assembly. e. Printing establishment. f. Distribution center. g. Uses similar to the above listed uses provided activities conducted observe the requirements of all City ordinances. h. Such uses as may be permitted under the provisions of Section 2.06, Specific Use Permit. Height Regulations - The maximum height for the main building shall be three (3) standard stories, but shall not exceed forty-five (45) feet in height, provided that any building or portion thereof may be erected above said limit if said setback from all street lines and required lines is one foot for each one foot of height above said limits. In no event, however, shall any building exceed thirty (30) feet in height when located within two hundred (200) feet of any property zoned for residential purposes. Area Regulations - a. Size of Yards: (1) Front Yard (a) there shall be a minimum front yard having a depth of not less than 100 feet adjacent to any street with a right-of-way of 100 feet or more. "IT" INDUSTRIAL TECHNOLOGY DISTRICT (CONT.) PAGE TWO (b) There shall be a minimum front yard having a depth of not less than 50 feet adjacent to any street with a right-of-way less than 100 feet, provided that any building or portion of a building greater than 45 feet in height must be set back from the property line one foot for one foot above such limit with a maximum setback of 200 feet regardless of the height of the building. (c,) Lots having double frontage shall provide the required setback from both streets. (d) No parking, storage or similar uses shall be allowed in required front yards in district IT. (2) Side Yard (a) there shall be a minimum side yard for El building each side of the lot or tract on which any single building or building complex is constructed of 25 feet, provided that any building or portion of building greater than 45 feet in height must be set back from any side street, alley, or district one foot for each one foot above such lmimit, with a maximum setback of 100 feet regardless of the height of the building. (3) Rear Yard (a) there shall be a minimum rear yard of 25 feet, except that a rear yard of not less than 50 feet in depth shall be provided upon that portion of a lot abutting or across a rear or alley from an "R" district; however, any building exceeding 45 feet in height must be set back one foot for each one foot above such limit, with the maximum setback of one hundred feet regardless of the height of the building. Lot Coverage - No requirement, except that required by establishment of yards or landscaping requirements. C. Floor Area Ratio - The ratio of the total floor area of all buildings to the total land area shall be a maximum of 1:2. No lot shall be less than two acres, with an average lot size of four acres. "IT" INDUSTRIAL TECHNOLOGY DISTRICT (CONT.) PAGE THREE Building Regulations a. Type of Materials - All main building exteriors shall be constructed of a minimum of 1008 of stone, brick, tiles, cement, concrete, or similar materials. C "GO" GARDEN OFFICE DISTRICT Purpose - This district is intended for low rise office uses, not dependent upon retail trade or retail traffic for their operation. This district is designed to permit the location of offices of any profession, trade, or service near their clients, and minimize the affect upon residential and commercial areas. The height, setback, sign controls, and parking regula- tions are intended to allow flexibility in design, and maintain aesthetics and neighborhood quality. "GO" shall serve as a prefix to the alternative height regulations 1, 2, or 3. Outside storage, which includes, but is not limited to, equipment, machinery, commodities, raw, semifinished materials, and building materials, that is visible from the building lot line at ground level is not allowed in this district. Use Pregulations - a. Professional administrative offices where services are provided only, and no chatels or goods are offered for sale on the premises, including, but not limited to, doctors, dentists, attorneys, architects, engineers, insurance, real estate and similar offices. b. Clinics. C. Office buildings. d. The incidental retail sale of food, beverages, and other convenience items, or services as permitted to the occupants of offices, as long as these items are not advertised and offered for sale to the general public. e. Accessory buildings and uses customarily incidental to any of the above uses. f. Such uses as may be permitted under the provisions of Section 2.06, Specific Use Permits. Alternative Height Regulations - a. Garden Office 1 - The maximum height of the main building shall be one standard story, but shall not exceed twenty (20) feet in height. In no event, however, shall any building exceed one standard story when located within one hundred and fifty (150) feet of any property zoned for residential purposes. "GO" GARDEN OFFICE DISTRICT (CONT.) Garden Office 2 - The maximum height of the main building shall be two standard stories, but shall not exceed thirty (30) feet in height. In no event, however, shall any building exceed two standard stories when located within one hundred and fifty (150) feet of any property zoned for residential purposes. PAGE TWO Garden Office 3 - The maximum height of the main building shall be three standard stories, but shall not exceed forty-five (45) feet in height. In no event, however, shall any building exceed three standard stories when located within one hundred and fifty (150) feet of any property zoned for residential purposes. (3) Rear Yards - No rear yard is required except that a rear yard of not less than fifty (50) feet in depth shall be provided upon that portion of a lot abutting or across a rear street from an "R" district. "GO" GARDEN OFFICE DISTRICT (CONT.) PAGE THREE b. Lot Coverage - In no case shall more than fifty (50) percent of the total lot area be covered by the combined area of the main buildings and accessory buildings. The ratio of total floor area of all buildings to land area shall be a maximum of .5:1.
