Approve Minutes December 8. 1994 (Agenda Item ID Chairman Fulk read the agenda item into the record as follows: "Approve minutes of December 8, 1994, Regular Meeting." MOTION: Upon a motion by Commissioner Crume and a second by Commissioner Biggs, the Commission voted 7 FOR and 0 OPPOSED to approve the minutes of December 8, 1994, as presented. I 11 PLANNING & ZONING COMMISSION JANUARY 12, 1995 PAGE 2 Replat Williams-Reitinger Addition (Agenda Item ITT) Chairman Folk read the agenda item into the record as follows: "Consider Replat of Williams-Reitinger Addition, being 1.206 acres of land in the James L. Reed Survey, Abstract No. 758, City of Allen, Collin County, Texas; further described as being located at the northeast corner of Allen Drive and McDermott Drive." Mr. Tom Keener presented the replat to the Commission. He explained that this replat is needed in order to allow a rear door to access the walkway to the north at the rear of the adjacent structure. The Building Code does not allow a doorway on a property line, and therefore the property is being replatted into one lot. MOTION: Upon a motion by Commissioner Crume and a second by Commissioner Biggs, the Commission voted 7 FOR and 0 OPPOSED to approve the replat of the Williams-Reitinger Addition. Review Zoning Ordinance (Agenda Item IV) Chairman Fulk read the agenda item into the record as follows: "Review of Comprehensive Zoning Ordinance." The Commission discussed the need to complete this review in a 6 -month period and forward their recommendations to the City Council during the summer of 1995 The following items were discussed: 1. It was suggested that height and area exceptions be included into the specific zoning districts. Consideration was given to the fact that this may cause redundancy in the ordinance with the regulations being repeated in each district. 2. Page 3 - Mr. Keener suggested that some districts will be recommended for addition and/or deletion. 3 Section 1.07 - Mr Keener suggested this be reworded to more accurately relate to the manner in which the zoning map is updated. 4 All references to gender (his/he) should be eliminated when possible PLANNING & ZONING COMMISSION JANUARY 12, 1995 PAGE 3 5. Section 1.07, paragraph 5 - Mr. Keener suggested this be deleted. 6. Section 2.01 - Commissioner Garcia suggested that a different classification be assigned to newly annexed land. There was discussion as to the need to be specific regarding annexing land that has an existing use with that particular zoning rather than A -O. 7 Section 20.2, paragraph 3 should be moved to Section 201., paragraph 3. There was a question whether the text regarding the 'Planning and Zoning Commission holding a hearing on proposed annexation" should be removed. 8. Mr. Keener suggested that a provision be written allowing the Commission to consider the zoning on a particular property that is being requested for annexation before the annexation occurs. The Commission agreed that this would be appropriate; however, they recommended a time limit of 90 days would be placed on their recommendation. 9 Section 2.03, paragraph 1 - add the word "easement" after "public access." 10. Section 2.06.A.1 - Staff recommended removing the requirement for construction materials and location and construction of signs from the site plan. The Commission requested that site plans include a relationship of the street pattern to surrounding streets be included, by way of a vicinity map to a reasonable scale. Add text allowing the Commission to require a traffic study Remove the text "properties and" from the last sentence. The review will begin on paragraph 2, page 10, at the next meeting. Review should include the private club and restaurant/private club section, and possible the arcade section of Specific Use Permits. Mr Keener discussed the need to review the Home Occupation section requirements. There was no other business. PLANNING & ZONING COMMISSION JANUARY 12, 1995 PAGE 4 MOTION.
