Min - Planning and Zoning Commission - 1980 - 09/11 - RegularREGULAR MEETING Allen Planning & Zoning September 11, 1980 Presiding: Jim Pendleton Attending: Sarah Chumbley, Roger Powell, Jim Wolfe, Joe Moseley, and Carol Henry Minutes of the August 14, 1980, regular meeting was read and Motion Carol Henry to approve and Second Jim Wolfe. Motion passed 6 for 0 against. Request from Frank Dagger to appear before P&Z. Bob Lowman represented Frank Dugger. He wants independent consulting firm to do a land use study for property owned by Del Morton, President, Distinctive Homes, Inc. The tract is the whole property mentioned in Agenda Item #5. Public Hearing on request from Alex Orr, III to change zoning on Lots 3B and 4B, Block 15, Old Donation from LR to GI. Alex Orr and John Hiller spoke for the zoning change. John Hiller wants to operate a small import auto shop on this property. Claude Whitaker, along with other adjacent property owners spoke against the change. Motion Roger Powell to deny change Second Carol Henry. Motion passed 6 for 0 against. Request from Del Morton, President, Distinctive Homes, Inc. to set date for a public hearing to change zoning on 58.34 acres in the Wm. Perrin Survey, Abstract #708 in the City of Allen, Collin County, Texas, from its present classification of LR -PD and R16 -PD to GI -PD and 7.5 acres from its present classification of R3 to R16 for a total request to change zoning on 65.84 acres. Stan Itzkowitz spoke for Distinctive Homes. He said they would like to do a land use study and they would agree to pay for the study or pay ; the cost if the residents would pay �. He recommended Marvin Springer. Jim Pendleton made recommendation we table this item until we get a land use study. He also recommended a traffic study and also to use adjacent property with this plan. Motion died for lack of second. Roger Powell made Motion to table item and institute a land plan study for the property and consultant should come back to next regular P&Z meeting, Carol Henry Second the Motion. Motion passed 6 for 0 against. Set date for public hearing for site plan approval to develop and construct mini warehouses on 2.658 acres in the M. See Survey, Tract 4D, Abstract #543, presently zoned OC -PD. Joe Moseley made Motion to set date for next regular meeting, October 9, 1980, Second by Carol Henry. Motion passed 6 for 0 against. Public Hearing on Community Development Manual prepared under '701' grant by Ronald E. Fix & Associates. Mr. Fix recommended we consider this an a preliminary draft. We will consider it in final form for the submission to the State. Motion Powell to accept document and keep it open until it is complete. Carol Henry Seconded. 6 for 0 against. A request was made to get a recording secretary for the P&Z regular meetins.
