City Staff: Bill Parsons, Cambridge Companie Bob Allison, Cambridge Companies Bill Pdtty, Building Official Marty Hendrix, City Secretary The called work shop session for the Allen Planning and Zoning Commission was called to order by Chairman Pendleton at 8:55 a.m. on Saturday, January 23, 1982 at Rountree Elementary School, 800 E. Main Street. This work shop session was called by the Planning and Zoning Commission to continue review and discussion on the 855+ acre tract of planned development as requested by Del Morton of the Willard McDaniel, Inc., and the Cambridge Companies Deve- lopment Corporation. The property is located north of Chaparral Road, east of Jupiter Road and west of Allen Heights Road (Zoning Case No. Z11-11-81-1). City Manager Jon McCarty advised the Commission and those present of the work being done by the Allen Independent School District with the Plano Independent School District on discussing the realignment of the School Districts' boundaries between the City of Allen and the City of Plano. Mr. McCarty went on to explain the detailed process involved in changing existing school boundaries. Commissioner Wolfe provided each Commissioner with a decision flow chart containing pertinent questions on the planned development request that he had prepared for their review and consideration. He had also prepared points for discussion, those being the use of a consultant, specific locations of districts on site plan, consider current balance and desired balance of various zones in the City, discuss zero lot line concept and determine if this type of housing is desirable in Allen at this time, required open -14- ALLEN PLANNING & ZONING COMMISSION January 23, 1982 Page 2 space for PD Zoning, other deviations from the standard regulations for proposed districts, a chart summary of the single family, multi -family and other proposed zoning districts, showing number of acres and percentage of total, as well as a chart summary of Planned Development - Area 1, showing single family and multi- family units, number of acres and percentage of total. Commissioner Wolfe reviewed and discussed these materials with the Commission. The Commission continued discussion of using the services of a planner or consultant to review this large development and provide the Commission with input. There was considerable discussion among the Commission Members on the use of planned development zoning and the effective- ness of it as opposed to strictly using the Zoning Ordinance for this development. Using the decision flow chart, the Commission took the first suggested question, "Do we agree that the request should be a planned development?" and upon a consensus vote, the Commission Members agreed that it should be a planned development. In a lengthy discussion, the Commission talked about con- sideration of reviewing the entire 855 acres under one planned development or splitting up into individual requests. By consensus, the Commissioners felt that the 855 acres should be considered under one planned development. The next question for consideration under the decision flow chart was, "Should we consider a planned development ordinance or site plan without district locations specified?" The Commission discussed in detail with Mr. Morton and Mr. Parsons the reasoning behind their lack of specifying the locations on Site Plan for Area I for the single-family detached, garden home and duplex. After the lengthy discussion with the proponents and the Commissioners, it was concluded that the question could not be answered at this item. The Commission considered the next question, that being, "Is the percentage balance of districts acceptable?" Mr. Wolfe advised that he had contacted City Planners in the Cities of Richardson and Plano and discussed with them the studies and statistics of developments in their cities and what kind of balance in the different zoning districts they have proposed for their communities. Mr. Wolfe had received their recommendations and advised the Commissioners the reports were available for review by anyone interested in the figures. Mr. Wolfe went on to provide the Commission with some of those percentages. -15- C ALLEN PLANNING AND ZONING COMMISSION January 23, 1982 Page 3 There was considerable discussion among the Commissioners on establishing those types of percentage guidelines for the proposed planned development, as well as discussing with Mr. Morton the types of housing that are being proposed, the market aspects of them, the continuity from one development phase to another, the Commission setting the balance of single family, duplexes, garden homes, and the need for a consultant or planner to help with that determination. Some of the Commissioners indicated that they could not determine the percentage balance at this time and there was discussion on the definite need to seek permission or approval from the City Council for the use of a consultant or planner. In conclusion, the Commission briefly discussed recessing this work shop and the need to hold several more, in addition to the need for a consultant. Chairman Pendleton recessed the called work shop at 12:30 p.m. These minutes approved on the 28th day of January 1982. -16-
