Min - Planning and Zoning Commission - 1983 - 01/25 - WorkshopALLEN PLANNING & ZONING COMMISSION i WORKSHOP SESSION JANUARY 25, 1983 Present Commissioners Jim Pendleton, Chairman Jim Wolfe, Vice Chairman Gary Koch, Secretary Winston Stallings Bobby Glass Absent: Larry Larsen Jack Decatur City Staff: Bill Petty, Director of Community Development Sherry Massett, Secretary The Called Workshop Session of the Allen Planning and Zoning Commission was called to order by Chairman Pendleton at 7:33 p.m. on January 25, 1983, at Rountree Elementary School, Allen, Texas. Dr. Joel Goldsteen, of Joel Goldsteen Urban Planners, Inc., presented his proposal to the Commission. In this presentation he showed the Commission several artists conceptions of what the project would look like. He also showed the Commission several versions of the project, including one of 12 apartment units per acre, one with 14 apartment units per acre, and one with 14.75 apartment units per acre, and asked them for their opinion as to what the density of the apartment complex should be. Dr. Goldsteen gave the Commission a draft of the proposed District Regulations for the proposed Planned Development zoning district. He then reviewed these proposed District Regulations with the Commission. There was some discussion on the proposed density of the apart- ment units. ALLEN PLANNING AND ZONING COMMISSION JANUARY 25. 1983 PAGE 2 Some questions asked by the Commission included, how close to the floodway area on the west side the apartments would be; the kind of renter will the apartments be attracting; what the total jpopulation of the apartment complex would be when occupied; and if there would be any subsidized family units in the complex. There was some discussion as to what the possibility would be for the apartments to convert of condominiums and the range (in square footage) of the apartments. The Commission gave Dr. Goldsteen their suggestions and recom- mendations concerning the proposed District Regulations for the proposed Planned Development Ordinance. There was extensive discussion over these Regulations. There was also some discussion on whether the proposed interior gravel walkways may become a maintenance problem; the requirements of the Subdivision Ordinance in relation to the proposed project; population impact of the proposed apartments; safety for ingress - egress at Highway 5; future adjacent zoning; natural screening of the proposed project; the floodplain area and possible preservation of it; and what would cause the apartment units to be converted to condominiums.
