Min - Planning and Zoning Commission - 1983 - 04/14 - RegularC ALLEN PLANNING & ZONING COMMISSION REGULAR MEETING APRIL 14, 1983 Present: Commissioners: Jim Pendleton, Chairman Jim Wolfe, Vice Chairman Gary Koch, Secretary Glenn Andrew Michael Hill Bobby Glass Absent: Larry Larsen City Staff: City Council: Councilman Don Rodenbaugh Bill Petty, Director of Community Development Sherry Massett, Secretary The Allen Planning & Zoning Commission regular meeting was called to order by Chairman Pendleton at 7:35 p.m. on Thursday, April 14, 1983, at the Allen Municipal Annex Building in the City Council Chambers, 111 Butler Circle, Allen, Texas. Approval of Minutes: March 22, 1983, Workshop Session March 24, 1983, Regular Meeting April 4, 1983, Workshop Session (Agenda Item II) Chairman Pendleton read the agenda item into the record as follows: "Approve minutes of March 22, 1983, Workshop Session, March 24, 1983, Regular Meeting, and April 4, 1983, Workshop Session." MOTION: Upon a motion by Commissioner Wolfe and second by Commissioner Glass, the Commission voted six (6) for and none (0) opposed to approve the minutes of March 22, 1983, March 24, 1983, and April 4, 1983, as submitted. The motion carried. ALLEN PLANNING & ZONING COMMISSION APRIL 14, 1983 PAGE 2 Discussion with Appointed Members of City Council Concerning Establishing Procedures for Developing a CBD (Agenda Item III) Chairman Pendleton read the request into the record as follows: "Discussion with appointed members of the City Council and actions on items related to the March 24, 1983, meeting of the Planning & Zoning Commission and the April 7, 1983, meeting of the City Council concerning establishing procedures for develop- ing a Central Business District in the City of Allen." Don Rodenbaugh, City Councilman, appointed representative of the City Council to discuss this matter, explained to the Commission that their procedures for establishing a Central Business District was well received by the City Council, but that they were concerned as to whether the process for establishing this CBD could be expedited. The Council realizes that development is happening rapidly and some measures need to be taken as soon as possible. Commissioner Andrew explained to Councilman Rodenbaugh the intent of the Commission in the procedures they established for the develop- ment of a CBD in the city. Councilman Rodenbaugh expressed a concern as to the expediency needed in this matter. He felt that there are immediate concerns that need to be addressed, the first being the parameters or boundaries of the CBD, and second being what uses we want to allow or limit in the CBD for an interim period of time. Then the committee can go into how they want to see the CBD develop (historical preservation, parking, etc.) in a long term manner. Commissioner Wolfe explained to Councilman Rodenbaugh that the reason for the length of time involved is to develop a quality CBD ordinance. He felt that the Committee needs the time to do a thorough job. In the meantime, Bill Petty, Director of Community Development, has been given the latitude for flexibility in allowing certain retail sales in the downtown district. He also sees this process as a start to developing a new Comprehensive Plan for the city. Commissioner Andrew expressed the possibility of establishing the boundaries of the CBD in the beginning and form an interim set of guidelines (allowable uses) for the CBD until the Ordinance is finished and accepted. Bill Petty, Director of Community Development, asserted that he only has the flexibility in allowing retail uses in the downtown area. He sees the establishment of a CBD as a long term and short term process. The short term being the representatives of the City Council and the P & Z working together to draw up the boundaries of the CBD and some allowable uses. The long term being the procedure established by the Commission with the CBD Committee. Councilman Rodenbaugh felt that he would be comfortable with this two process solution (long term/short term). He explained that the City Council wants the downtown district to end up a viable commercial district, the end result being what both the Council and Commission want. There was some discussion as to what the Main Street Study Committee could contribute to the CBD ordinance formation. Commissioner Andrew explained the interface that needs to happen between the City Council and the Commission in this matter and why it is important. There was a concensus of the Commission that the establishment of the CBD needs to be done in two phases (short term/long term). Margarie Paine, of Richardson, spoke before the Commission and explained that she is interested in opening a restaurant in the downtown area but cannot because it is presently zoned Local Retail and a restaurant is not allowable in this district. Bill Petty explained that the short term process in establishing the CBD may help in these type of requests. MOTION: Upon a motion by Commissioner Andrew and second by Commissioner Glass, the Commission voted six (6) for and none (0) opposed to resubmit the procedures for establishing a Central Business District based upon discussion with Councilman Rodenbaugh concerning a short term/long term process and nominate Mike Hill and Gary Koch as the two Planning & Zoning Commission members to the CBD steering committee, contingent upon City Council approval of the procedures. The motion carried. Adjournment: MOTION: Upon a motion by Commissioner Wolfe and second by Commissioner Andrew, the Commission voted six (6) for and none (0) opposed to adjourn the Regular Meeting of the Allen Planning & Zoning Commission at 9:02 p.m. The motion carried.
