Min - Planning and Zoning Commission - 1989 - 03/23 - RegularALLEN PLANNING & ZONING COMMISSION REGULAR MEETING MARCH 23, 1989 Commission Members Present: Eileen Karlsruher, Vice -Chairman Charles Lee, Secretary Melissa Owen Harold Biggs Kenneth Fulk Commission Members Absent: Wayne Armand John Garcia City Staff Present: Bill Petty, Director of Community Development Tom Keener, Development Coordinator Sally Leeper, Secretary CALL TO ORDER: The Allen Planning & Zoning Commission was called to order at 7:30 p.m.p.m. by Acting Chairman Karlsruher at the Allen Municipal Annex, City Council Chambers, One Butler Circle, Allen, Texas. Approve Minutes February 23, 1989 (Agenda Item II) Acting Chairman Karlsruher read the agenda item into the record as follows: "Approve minutes of February 23, 1989, Regular meeting." MOTION: Upon a motion by Commissioner Biggs and a second by Commissioner Owen, the Commission voted 5 FOR and 0 OPPOSED to approve the minutes of February 23, 1989, as presented. I ALLEN PLANNING & ZONING COMMISSION MARCH 24, 1989 PAGE 2 Public Hearing Planned Development 46 (Agenda Item III) Acting Chairman Karlsruher read the agenda item into the record as follows: "Public Hearing - Consider a request for an amendment to Planned Development No. 46 to increase the Community Facilities zoning and decrease the Multi -family and Garden Office zoning in order to facilitate the expansion of the First United Methodist Church and the construction of a new church facility for the First Presbyterian Church. The property is described as the Deer Crest Addition to the City of Allen, located in the William Perrin Survey, Abstract No. 708, Collin County, Texas, recorded in Cabinet G, Page 287 of the Collin County Deed Records; more particularly described as being east of S.H. 5, west of Jupiter Road, and north of the Oak Hill Addition." Mr. Bill Petty presented the request to the Commission. He explained that the request is to increase the Community Facilities zoning and to decrease the Garden Office and Multi -family zoning to facilitate the expansion of the First United Methodist Church and the construction of the First Presbyterian Church. Mr. Petty reviewed some of the comments made by nearby residents at the time the property was originally zoned as PD No. 46 as to their concerns for the need of a landscape berm on the southern portion of the property. He added that the tracts involved in this request do not affect the landscape berm. Mr. Petty advised the Commission that notification of this public hearing was mailed to all property owners within 200 feet of the subject property and no requests for information have been received. Acting Chairman Karlsruher opened the public hearing. With no one wishing to speak for or against the request, Acting Chairman Karlsruher closed the public hearing. MOTION: Upon a motion by Commissioner Owen and a second by Commissioner Biggs, the Commission voted 5 FOR and 0 OPPOSED to approve the request for Planned Development 46 as presented. Other Business: Acting Chairman Karlsruher recognized Ms. Lynne Felty, student at Collin County Community College. Ms. Felty requested that the Commissioners complete a questionnaire for her class and return to her.
