Min - Planning and Zoning Commission - 1990 - 04/26 - RegularALLEN PLANNING & ZONING COMMISSION REGULAR MEETING APRIL 26, 1990 ATTENDANCE: Commission Members Present: Wayne Armand, Chairman Eileen Karlsruher, Vice -Chairman Harold Biggs, Secretary Melissa Owen Douglas Gallagher John Garcia Commission Members Absent: Kenneth Fulk City Staff Present: Bill Petty, Director of Community Development Tom Keener, Development Coordinator L CALL TO ORDER: The Allen Planning & Zoning Commission was called to order at 7:30 p.m. by Chairman Armand at the Allen Municipal Annex, City Council Chambers, One Butler Circle, Allen, Texas. Approve Minutes March 22, 1990 (Agenda Item II) Chairman Armand read the agenda item into the record as follows: "Approve minutes of March 22, 1990, Regular meeting." MOTION: Upon a motion by Commissioner Owen and a second by Commissioner Gallagher, the Commission voted 6 FOR and 0 OPPOSED to approve the minutes of March 22, 1990, as presented. ALLEN PLANNING & ZONING COMMISSION APRIL 26, 1990 PAGE 2 Request to Appear Country Meadows Homeowners Asso. (Agenda Item III) Chairman Armand read the agenda item into the record as follows: "Request to Appear - by Mr. John D. Wood, President, Country Meadows Homeowners Association." Mr. Wood was not present to speak to the Commission. No members of the Homeowners Association were present to speak to the Commission. Other Business Mr. Petty introduced Dave Whitehead, Director of Public Works, to the Commission. The Commission expressed sincere welcome to the City. There was a discussion of the Subdivision Ordinance and requirements for roads, etc. Mr. Petty explained to the Commission that he was not aware that the Homeowners Association would not be available this evening, but that they have recently held a group meeting. The Commission held a discussion on current road conditions and traffic control. S. H. 5 will be rebuilt by the State, engineering design is being completed on F.M. 2170 East and the road will be completed as funds are available. The contract has been let by the State for construction of traffic lights at the intersections of F.M. 2170 and Jupiter and F.M. 2170 and Allen Heights. The County has paved Bandy Lane to F.M. 2551, and the State will be paving this road through to F.M. 1378 in Lucas. Commissioner Garcia expressed concern that the Homeowners Association did not advise staff that they would not appear at this meeting. He suggested that they should not be placed on a future agenda unless other items are included on the agenda so that the Commissioners are not called together for a meeting for their individual benefit. Adjourn MOTION: Upon a motion by Commissioner Garcia and a second by Commissioner Karlsruher, the Commission voted 6 FOR and OPPOSED to adjourn the April 25, 1990, meeting at 8:15 p.m. These minutes approved this /0 day of 1990.
