Min - Planning and Zoning Commission - 1991 - 03/28 - RegularPR ALLEN PLANNING & ZONING COMMISSION REGULAR MEETING MARCH 28, 1991 ATTENDANCE: Commission Members Present: Eileen Karlsruher, Chairman Harold Biggs, Vice -Chairman Melissa Owen (arrived 7:34 p.m.) Kenneth Fulk, Secretary Douglas Gallagher John Garcia Commission Members Absent: City Staff Present: Tom Keener, Development Coordinator Sally Leeper, Secretary CALL TO ORDER: The Allen Planning & Zoning Commission was called to order at 7:30 p.m.p.m. by Chairman Karlsruher at the Allen Municipal Annex, City Council Chambers, One Butler Circle, Allen, Texas. Approve Minutes January 10, 1991 (Agenda Item 11) Chairman Karlsruher read the agenda item into the record as follows: "Approve minutes of January 10, 1991, Regular meeting." MOTION: Upon a motion by Commissioner Garcia and a second by Commissioner Gallagher, the Commission voted 5 FOR and 0 OPPOSED to approve the minutes of January 10, 1991, as presented. ALLEN PLANNING & ZONING COMMISSION MARCH 28, 1991 PAGE 2 Final Plat Country Meadow Phase 2-A (Agenda Item III) Chairman Karlsruher read the agenda item into the record as follows: "Final Plat - Consider final plat approval for Country Meadow Phase 2-A for Centex Real Estate Corporation, being a 28.96 -acre tract of land situated in the Peter Fisher Survey, Abstract No. 324, City of Allen, Collin County, Texas; further described as being located north of Rivercrest Blvd. and west of Malone Road." Mr. Keener stated that the engineering has been approved for this development. He explained that the city is receiving dedication of the park area, which will be irrigated and seeded to city specifications. He added that the proponent has agreed to offsite paving at Malone and Exchange. MOTION: Upon a motion by Commissioner Garcia and a second by Commissioner Owen, the Commission voted 6 FOR and 0 OPPOSED to approve the final plat for Country Meadow Phase 2-A. Final Plat Country Meadow Phase 2-B (Agenda Item IV) Chairman Karlsruher read the agenda item into the record as follows: "Final Plat - Consider final plat approval for Country Meadow Phase 2-B for Centex Real Estate Corporation, being a 15.54 -acre tract of land situated in the Peter Fisher Survey, Abstract No. 324, City of Allen, Collin County, Texas; further described as being located north of Rivercrest Blvd. and west of Malone Road." Mr. Keener stated that all the comments made on Phase 2-A apply to Phase 2-B as well. Commissioner Garcia commented on the timing of the buildout of the development. MOTION: Upon a motion by Commissioner Garcia and second by Commissioner Owen, the Commission voted 6 FOR and 0 OPPOSED to approve the Final Plat for Country Meadow Phase 2-B. ALLEN PLANNING & ZONING COMMISSION MARCH 28, 1991 PAGE 3 Other Business Mr. Keener advised the Commission that the following zoning cases should be forthcoming in the near future. Southeast corner of Jupiter and Bethany (grocery store site plan) Southwest corner of S.H. 5 and Main Street (service station site plan) Shadow Lakes (P.D. 12) (residential rezoning) Final Plat (Allen Heights Baptist Church) The Commission requested staff to pursue to replacement of Commissioner Nichols. The Commission further requested staff to advise them of any training classes that Council of Government has available for commissioners.
