CALL TO ORDER AND ANNOUNCE A QUORUM:
With a quorum of the Commissioners present, the Allen Planning & Zoning Com-
mission was called to order at 7:30 p.m. by Chairman Garcia at the Allen Municipal
Annex, City Council Chambers, One Butler Circle, Allen, Texas.
Approve Minutes
September 12, 1991 (Agenda Item II)
Chairman Garcia read the agenda item into the record as follows:
"Approve minutes of September 12, 1991, Regular meeting."
The consensus of the Commission was to consider this item at the next meeting, as
all members had not had an opportunity to read the minutes thoroughly.

WORKSHOP SESSION
Chairman Garcia read the agenda item into the record as follows:
"Workshop Session
A. Zoning Analysis
B. Comprehensive Plan
C. Responsibilities of the Commission"
Mr. Keener discussed such issues as specific use permits, dumpster screening
requirements, enforcement of requirements, and site plan approval. It was noted
that Mr. Keener will consult with the City Manager's office with regard to en-
forcement of dumpster screens and location thereof. Chairman Garcia indicated
that the Commission should address outdoor lighting pollution on site plans in the
future with consideration to revising the current guidelines.
ADJOURN
MOTION: Upon a motion by Commissioner Crume and a second by Commissioner
Biggs, the Commission voted 6 FOR and 0 OPPOSED to adjourn the
September 26, 1991, meeting of the Allen Planning & Zoning Commis-
sion at 9:00 p.m.
