Approve Minutes January 13, 1993 (Agenda Item II) Chairman Garcia read the agenda item into the record as follows: "Approve minutes of January 13, 1993, Workshop Meeting." MOTION: Upon a motion by Commissioner Crume and a second by Commissioner Biggs, the Commission voted 7 FOR and 0 OPPOSED to approve the minutes of January 13, 1993, as presented. I 1, PLANNING & ZONING COMMISSION JANUARY 26, 1993 PAGE 2 Approve Minutes January 14, 1993 (Agenda Item III) Chairman Garcia read the agenda item into the record as follows: "Approve Minutes of January 14, 1993, Regular Meeting." MOTION: Upon a motion by Commissioner Crume and a second by Commissioner Biggs, the Commission voted 7 FOR and 0 OPPOSED to approve the minutes of January 14, 1993, as presented. Approve Minutes January 20, 1993 (Agenda Item IV) Chairman Garcia read the agenda item into the record as follows: "Approve minutes of January 20, 1993, Workshop Meeting." MOTION: Upon a motion by Commissioner Crume and a second by Commissioner Biggs, the Commission voted 7 FOR and 0 OPPOSED to approve the minutes of January 20, 1993, as presented. Approve Minutes January 21, 1993 (Agenda Item V) Chairman Garcia read the agenda item into the record as follows: "Approve minutes of January 21, 1993, Workshop Meeting." MOTION: Upon a motion by Commissioner Crume and a second by Commissioner Kelley, the Commission voted 7 FOR and 0 OPPOSED to approve the minutes of January 21, 1993, as presented. WORKSHOP TO REVIEW SUBDIVISION ORDINANCE The following sections of the ordinance were reviewed: Article 100: 104.1.1 The term "nor contracts executed" should be removed. 105.16 Definitions of floodplain are appropriate, spelling of floodplain should be consistent throughout the ordinance as one word. 105.33 Definition of subdivider is appropriate. The and prior to (4) should be changed to "or." 105.35 Definition of tree cover is appropriate. PLANNING & ZONING COMMISSION JANUARY 28, 1993 PAGE 3 Article 200: There was considerable discussion as to whether the City wants to automatically accept all the floodplain or have an option to accept or not. A note should be indicated for the City Council to consider this issue. The Commission had concerns regarding maintenance of the property as well as inheriting environmental problems. Mr. Whitehead indicated he would prefer to add text indicating that certain stands should be dedicated to the City. Staff was requested to clarify the issue of Park Board approval of adjacent tree stands. Article 500: 502.1 Change the word"plansAo'$ocuments." 502.2 After the word subdivider, add "and payment of inspection fees." 502.3 Change the word developer to subdivider. 503.1.1 1" = 20' should be changed to 1" = 50'. 503.1.2 Add the text: "City standards shall not be shown on the construc- tion plans. 503.1.7 Project engineer should be changed to "engineer of record." 503.2 Project engineer should be changed to "engineer of record." It was stated that the design drawings will need to match the text. 602.5 Commission requested confirmation from the Fire Marshal regarding the 1200' distance allowed on cul-de-sacs. 602.6 Commission requested language to be developed clarifying the con- struction requirements on temporary dead end streets. 603.4 The Commission discussed the requirement of the 25% cash escrow bond for uncompleted sidewalks. They suggested the possibility of allowing a promissory note or a letter of credit, and the possibility of lowering the percentage required. They requested information be obtained from surrounding cities as to how they handle the problem of unfinished sidewalks. The Commission also questioned what the proposed 25% was a portion of. 604.2 The Commission expressed concern that alleys are not being required in residential areas. They discussed the proposed parking require- ment for 4 vehicles. Concerns expressed were for trash pickup, neighborhood integrity, aesthetics, front drives, etc. Staff was requested to prepare the list of pros and cons for alleys vs no alleys.
