I PLANNING & ZONING COMMISSION AUGUST 10, 1994 PAGE 2 SUNCREEK REQUEST WORKSHOP The following changes were identified by the Planning & Zoning Commission: 1. SECTION I is OK as is. 2. SECTION II -2.B Retail Section - should be changed to "such Local Retail uses as allowed under the Schedule of Uses of the City of Allen Comprehensive Zoning Ordinance No. 829- 11-87 -2-C.4 - Add language to end of sentence " .similar nuisance in accordance with the City of Allen's Comprehensive Zoning Ordinance No. 829-11-87 -Page 4, paragraphs A.1, 2, and 3 - "R" District should be changed to "Residential." -Page 4, Paragraph 4.0 - FAR should be changed from 1.67:1 to "1.1.67" -Page 4, Paragraph 7 - EXTERIOR LIGHTING should label existing paragraph "a" and add "shall be submitted to the Planning and Zoning Commission and City Council for their approval. - include a Section "b. Lighting shall be in accordance with any future lighting standards adopted by the City, or these standards, whichever is more stringent. -Page 4, Paragraph 6 - LANDSCAPE BUFFER should read "with a minimum of one (1) 3"- caliper tree for every sixty (60) linear feet..," and add "irrigation will be provided and area will be maintained by the property owner." THIS LANDSCAPE BUFFER LANGUAGE SHOULD BE ADDED TO ALL SECTIONS REFERRING TO LANDSCAPE BUFFERS. 3. SECTION III -Page 6, Paragraph A.1, 2, and 3 - references to "R' District should be changed to "Residential." -Paragraph 6 LANDSCAPE BUFFER - Change as indicated above, and change "SF - 3" to "Residential" and "MF -2" to "Office." -Paragraph 7 EXTERIOR LIGHTING - Same wording as above. PLANNING & ZONING COMMISSION AUGUST 10, 1994 PAGE 3 4 SECTION IV -Paragraph 1- Change "minimum" to "maximum" and "net" to "gross." -Paragraph 7 LANDSCAPE BUFFER - same wording as above and change "SF -3 and SF4" to "Residential." -Paragraph 4 HEIGHT REGULATIONS - eliminate text "except that a building may be erected to a height of eighly feet (gQ) and eight (8) stories if set back from all required yard lines a distance of one foot (L) for each two feet (2') of additional height above thirty-six feet (36')." and add " .No building shall exceed thirty-six feet (36') or three (3) stories in height, whichever is higher." -Page 8, Paragraph 6 BUILDING REGULATIONS - should be consistent with Code Enforcement regulations regarding the exclusion of windows and doors. Code Enforcement reports that the following method is used for calculation: If there is a window or door, including garage doors, that is on a wall with brick on both sides, then it can count as part of the masonry requirement. If there is siding around it, it counts as siding. Regarding gables, if in front of an attic space, it is L exempt from masonry requirement. If in front of a living space, it is considered into the calculation of masonry -Page 9, Paragraph 9 EXTERIOR LIGHTING - Add "..shall be submitted to the Planning and Zoning Commission and City Council for their approval at the time of site plan review " 5. SECTION V -Paragraph regarding sales offices and models has been deleted - OK..these will fall under normal City regulations. -Paragraph 6 ALLEY WAIVERS - Remove this paragraph because the new Subdivi- sion Ordinance has deleted the requirement for alleys. -Paragraph 6 Change name to FRONT ENTRY GARAGES and add text "at the time of preliminary platting, any lots with a significant tree stand should be identified for consideration by the Planning & Zoning Commission for front entry garages. ` -Page 10, Paragraph 3 - Change name from "COMMUNITY" to "PRIVATE" { RECREATIONAL FACILITIES. PLANNING & ZONING COMMISSION AUGUST 10, 1994 PAGE 4 -Page 10, Paragraph 1 - Remove text in middle of paragraph "Ally given tract or portion of a tract may exceed the maximum number of units as stated in Table V-2 only to the extent thath Developer or Builder has not fullydeve]Qped the total number of units allowed in the prior tracts or portion of tracts." -Page 11, paragraph 5 - change Hedgecoxe 'Drive" to 'Road." -MINIMUM DWELLING SIZES FOR SF -1 IS 1800 SQ FT., AND FOR SF -2, SF - 3, SF4, WILL BE 1400 SQ FT -Page 12, paragraph 5 - add text " .may be setback three feet from the rear and side property lines..in no case will two such buildings be closer than 10 feet." Also add this language in SF -2 district. -Page 12, Paragraph 4.A.1 - change "in one neighborhood" to "in each plat," Also add this language in SF -2 district. -Page 13, Paragraph 5.13 - Change heading to 'Detached Garages." and change text to 'Detached, free-standing garages, whether attached to the main building by a covered walkway or not, must be clad in one of the materials of the main structure. -Add Paragraph 5C - Detached Garages - If the detached garage is on a corner lot or has sides adjacent to any street or thoroughfare, then 75% of the structure must be masonry to match the house." Add this to SFI, SF2, and SF3. -Add STUCCO to allowable building materials in all SF districts. -Page 18, Paragraph 2B - add text "Any use permitted in District 2F of the Compre- he sive Zoning Ordinance. -Paragraph 2C - a site plan would be required for attached housing in SF -4 to be approved by the Planning & Zoning Commission and City Council. -Paragraph 4.A.2 - Divide into sections. Existing section should be paragraph a. and add paragraph "b. Side yards for attached buildings." -Page 21 - Remove * at the bottom note. -Page 20, Table V-1 - Correct house sizes, change text in first paragraph regarding accessory buildings to indicate "detached garages" and "minimum 10 -foot separation between any two such structures." PLANNING & ZONING COMMISSION AUGUST 10, 1994 PAGE 5 6. SECTION VI - Park Board Issues -Page 23, last paragraph - include recommended language from Mr. McCarty's comments, below -Page 24, last paragraph, add "The Developer retains the right, with prior City approval- but not the obligation.. " -Public access should be provided to the park areas. -Page 24, paragraph D - Remove the "t" before 18.6 acre park. JON MC CARTY, CITY MANAGER, RECOMMENDATIONS. 1. Page 23 - language should be made clear in last paragraph "maximum option acreages. may be decreased at developer's discretion," to indicate that the maximum acreage not exceed 74 45 acres, that if the floodplain is greater than 31 acres, the difference should come out of the 24 acres, and the City will purchase the remainder. [ The park dedication has to be net. L2. Thirty (30) months from City Council approval, or when a floodplain study has been approved, whichever is later, for purchase of the cross -zoned property, rather than 24 months. 3 General standards for development - prior to any building permit being issued in any area, 'A the bridge, 'A of Alma from Suncreek to Hedgecoxe, and all of Suncreek must be complete. 4 Language regarding the price and process for purchase be clarified at the City Council level.
