CALL TO ORDER
With a quorum of the committee present, the workshop was called to order by
Chairperson Don Wing at 8:40 a.m. on Saturday, April 4, 1998 at the Allen Public
Library Council Chambers, # 2 Allen Civic Plaza, Allen, Texas. The following
items were discussed:
II. APPROVAL OF THE MINUTES FROM THE MARCH 16, 1998
REGULAR MEETING
MOTION: Mr. Dreggors made a Motion to approve the minutes as
written from the March 16, 1998 meeting. Mr. Johnson
seconded. The Motion carried 5 for, and 0 against.
III. WORKSHOP: Discuss Vision for Telecommunications Systems and Services.
Michael Stanger gave direction for the workshop and read some comments that
absent member Eric Willard submitted by fax.

Michael Stanger reviewed parts of the Comprehensive Plan, which might relate to
the Telecommunications Plan being discussed. Committee members will receive
a copy of the Comprehensive Plan at the next meeting.
Areas covered
1. Land use — Allen will become part of the Telecom corridor. Requires
development of utility corridors, labor market; maybe conference center.
Should study city's demographics, building codes, services it industry
2. City Services.
3. Appearance.
4. Transportation.
5. Housing & Services.
6. Parks & Recreation - Michael advised the Committee that the Grand Opening
for Allen Station Park is scheduled for April 18, 1998. Future telecom
services may improve park security
7 Community Facilities - Perhaps Allen could be a community wide "test bed'
for telecom innovations.
8. City Offices — Committee discussed future Telecommunications needs of the
City offices — Inter -city voice, data, and video may be useful and necessary a
few years from now
9 Hotel — Need for convention services to entices businesses to stay in Allen
when scheduling large meetings.
10. Urban design — Aesthetic issues will be faced with zoning ordinance over
wireless towers.
11. Health and Human Services. — Telecom systems and services will attract
medical facilities, and medical facilities will bring telecom systems.
Wireless coverage mapping was discussed. Each company can provide a
coverage map for each tower; this is regulated by the FCC The City could do its
own test if they want to regulate accurately
FCC ruling was discussed for satellite dishes. Homeowners associations cannot
prohibit satellite dishes if they are less than 36
Utilities — Could we require TCI to lease part of their capacity to competitors?
The Committee discussed options to entice SWI3 to increase the bandwidth in
Allen. Michael Stanger raised the question of some sort of tax incentive to
companies to entice them to increase the capacity
Cable TV and Internet are only feasible ways to communicate into and from
homes

The Committee would like to see the City Council meetings broadcast. Michael
Stanger advised the Committee that the City has now hired a Public Information
Officer and she has begun background work to start a City Web page.
Looking to the future the Committee sees an increased need for cell commuting
from home and with the type of businesses relocating to Allen this will only
encourage Utility companies to provide better services and more avenues to
communicate.
The Chairman recessed the meeting for a break at 10:28am
The Chairman called the meeting to order at 10:40am.
Michael Stanger then requested the Committee think about what
telecommunications will look like for residents of Allen 10 to 20 years from now
The vision needs to be clear and achievable.
Michael Stanger then led the Committee through a vision exercise to help
stimulate ideas.
What will it be like to be an Allen consumer in the year 2030?
1. All or most of work will be done from home.
2. Learn or education from home.
3. No more long distance — data voice/video.
4. Instant communication to any place.
5. Elimination of Cable TV
6. Holograms.
7 Participate in local government from home.
8. Banking utilities.
9 No more paper mail.
10. Electronic newspaper delivery
11 Integrated computing, TV, phone, news media and utilities.
12. Virtual realities — smell and touch features.
What will it be like to do business in Allen in the year 2030?
1. Virtual conferencing and training.
2. Reduce workplace stress by better access to home/personal business from the
workplace.
3. Security — Badgeless.
4. High tech training and software development.
5. Spin-off companies.
6. Publishing — Video, TV, and movies, net, education, religious.

7 Medical.
8. Industry marketed to the youth and children — education and entertainment.
What community resources will Allen have in the year 2030?
1. Sports Arenas. Broadcast capabilities, local sports, and downlink/uplink
facilities.
2. Arts, where limited capacity could be broadcast and viewed at a local facility
3. Local government — Police, fire and traffic information on the web in your
car. Contact to emergency services without a live dispatcher.
4. Schooling from home.
5. World-class lectures, seminars etc. right to your home.
Chairman recessed meeting for break at 11:55 a.m
Chairman called meeting to order again at 12:05 p.m.
The Committee continued with a brainstorming session on the vision statement
Ideas
The Community that is able to provide the leading edge in communications
facilities and services for our businesses and residents.
Vision for telecom systems and services.
Receive and transmit all forms of electronic communications.
Provide facilities for the latest telecommunications services to all of Allen.
City of choice for technical, medical, entertainment and residents to locate leading
edge electronic telecommunications.
ALLEN- the city of choice for global communications.
Leading edge of electronic communications.
City of choice for industry providing services to electronic/telecommunications
users.
City of choice for telecommunications.
The Committee decided to give this some thought and continue the discussion at
the next meeting.

There being no further business, the meeting was adjourned at 12:40pm.
