CALL TO ORDER
With a quorum of the Committee present, the regular meeting of the Allen Cable
TV and Telecommunications Advisory Committee was called to order by
Chairperson, Don Wing at 6:06 p.m. on Thursday, March 14, 2002 in the Allen City
Hall Council Conference Room located at One Allen Civic Plaza, Allen, Texas.
The following items were discussed:
2. APPROVE MINUTES OF THE JANUARY 10, 2002, REGULAR MEETING.
MOTION: Mark Miller made a motion to approve the minutes as written for the
January 10, 2002 meeting. Milt Haws seconded. The motion carred
4 for, and 0 against.
3. APPROVE MINUTES OF THE FEBRUARY 14, 2002, SPECIAL MEETING.
MOTION: Mark Miller made a motion to approve the minutes as written for the
February 14, 2002 special meeting. Paula Bradley seconded. The
motion carried 4 for, and 0 against.

4. CITIZENS' COMMENTS.
None.
5. CONSIDER A RESOLUTION SETTING TIME OF MEETING.
After discussion the Board made the following motion:
MOTION: Paula Bradley made a motion to approve the Resolution. Milt Haws
seconded. The motion carried 4 for, and 0 against.
6. UPDATE ON RIGHT-OF-WAY USE AGREEMENT WITH COLLIN
COUNTY COMMUNITY COLLEGE DISTRICT.
Shelli Siemer and Sid Hudson gave an overview of the agreement. Shelli advised
that staff will mail the Committee Members a copy of the signed agreement.
7. DISCUSSION OF A TELECOMMUNICATIONS PLAN SUBCOMMITTEE.
After some discussion, Mark Miller volunteered to research the possibility of the
City of Allen leasing fiber to CBD tenants, including finding other Texas cities who
lease fiber, and working with Shelli on researching the legal issues surrounding this
item.
8. OTHER BUSINESS.
a. AT&T Related Issues.
Report on Customer Complaints from AT&T
The Committee discussed the most recent cable complaints.
Franchise Fee Audit
Shelli Siemer advised the Committee that Connie Cannady with C2
Consulting Services has been contracted to do the audit. Shelli will update
the Committee on the audit at the next meeting.
Rate Filing
Shelli Siemer advised the Committee that the C2 Consulting analysis of the
Rate Filing will be available at the next meeting.

Designation of PEG Access Channel to Collin County Community College
District for educational purposes.
Shelli Siemer discussed the possibility of Collin County Community
College's use of PEG Access Channel for educational programming.

Next Regular Meeting: Thursday, May 9, 2002, in the Allen City Hall,
Council Conference Room at 6:00 p.m.

MOTION: Mark Miller made a motion to adjourn the meeting. Paula Bradley
seconded. The motion carried 4 for, and 0 against. The meeting was
adjourned a1 7:10 p.m.

A RESOLUTION OF THE CABLE TV AND TELECOMMUNICATIONS
ADVISORY COMMITTEE OF THE CITY OF ALLEN, COLLIN COUNTY,
TEXAS, SETTING THE TIME AND DATE OF THE CABLE TV AND
TELECOMMUNICATIONS ADVISORY COMMITTEE MEETINGS; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, The Cable TV and Telecommunications Advisory Committee has amended the Committee
By-laws by Resolution No. 1876-9-00 (R) to set meeting time and date by Resolution; and,
WHEREAS, The Cable TV and Telecommunications Advisory Committee of the City of Allen, Texas,
decided to meet bi-monthly at 6:00 p.m. on the second Thursday of every other month beginning in
March, 2002.
NOW THEREFORE, BE IT RESOLVED BY THE CABLE TV AND
TELECOMMUNICATIONS ADVISORY COMMITTEE OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS:
SECTION 1: The Cable TV and Telecommunications Advisory Committee of the City of Allen, Texas,
hereby sets its meeting date and time to 6:00 p.m. on the second Thursday of every other month,
beginning in March, 2002.
SECTION 2: That this Resolution shall become effective immediately from and after its passage.
