CBD - 2006 - 11_14CITY OF ALLEN ATTENDANCE: David Hoover, Planning Director Shelli Siemer, Assistant City Manager John Baumgartner, Engineer Bret McCullough, Chief Building Official Tim Dentler, Director of Parks and Recreation Paula Ross, Citizen Representative ABSENT: Steve Shaffer, Citizen Representative City Staff Present: Lee Battle, Assistant Director of Planning Erin Jones, Planner Regular Agenda CENTRAL BUSINESS DISTRICT DESIGN REVIEW COMMITTEE Called Meeting November 14, 2006 Minutes Call to Order and Announce a Quorum is Present: With a quorum of the Committee members present, David Hoover called the meeting to order at 8:09 a.m. in the Planning Conference Room at Allen City Hall, 305 Century Parkway Agenda Item 1: Approve Minutes of November 7, 2006, Called Meeting. Motion: Upon a motion by and a second by John Baumgartner, the Board voted 6 IN FAVOR and 0 OPPOSED to approve the minutes. The motion carried. Agenda Item 2: Tabled Item: C&B Barbeque — located southeast of Main Street and Dogwood Drive. Motion: Upon a motion by Tim Deader and a second by John Baumgartner, the Board voted 6 IN FAVOR and 0 OPPOSED to un -table Agenda Item 2. The motion carried. DESIGN REVIEW COMMITTEE PAGE 2 November 2006 Ok Lee Battle presented the request. He stated that since the November 7`h meeting the applicant has added the required eight parking spaces requested. The applicant pointed out the split rail fence and three trees he is planning to put on the comer of Main and Dogwood. Tim Dentler commented that the trees were fine for now and they would discuss them more later in the process. Tim requested a hedge screen along Main St. The applicant asked if additional curbing would be required in the parking lot. David Hoover, Bret McCullough, and John Baumgartner all agreed that while it is not required curb stops and bumps would be a wise choice to protect landscaping. The applicant stated that he is in the process of potentially installing a refrigerator unit on the side of the building and was curious to what type of screening would be required. Bret McCullough stated that it would most likely be ok to screen with bushes and would not require a masonry wall. All the comments from the November 7'" meeting were addressed. Motion: Upon a motion by John Baumgartner and a second by Bret McCullough, the Board voted 6 IN FAVOR, and 0 OPPOSED, to approve the continued construction of C&B Barbeque — located southeast of Main Street and Dogwood Drive contingent on the addition of the eight parking spaces as shown on the aerial map presented, that all landscaping is approved by the Parks and Recreation Department, asphalt overlay on the parking lot, and that all construction is carried out as approved on the official plans. The motion carried/ Adiournment Motion: Upon a motion by Shelli Siemer and a second by John Baumgartner, the Board voted 6 IN FAVOR and 0 OPPOSED to adjourn the meeting at 8:20 a.m. These minutes approved this day of 2006.
