CBD - 2009 - 01_06CITY OF ALLEN ATTENDANCE: CENTRAL BUSINESS DISTRICT DESIGN REVIEW COMMITTEE Called Meeting January 6, 2009 Ogden `Bo" Bass, AICP, Director of Planning and Development John Baumgartner, PE, Director of Engineering Tim Dentler, BLA, LI, Director of Parks and Recreation Bret McCullough, CBO, Chief Building Official Paula Ross, Citizen Representative Shelli Siemer, Assistant City Manager ABSENT: Steve Shaffer, AIA, Citizen Representative City Staff Present: Lee Battle, AICP, Assistant Director of Planning and Development Tiffany McLeod, Planner Regular Agenda Call to Order and Announce a Quorum is Present With a quorum of the Committee members present, Bo Bass called the meeting to order at 8:22 a.m. in the Council Conference Room at Allen City Hall, 305 Century Parkway. Action Items: Agenda Item A: Approve Minutes from September 9, 2008. Motion: Upon a motion by Bret McCullough and a second by Shelli Siemer, the Committee voted 5 IN FAVOR and 1 OPPOSED, to approve the minutes. The motion carried. Agenda Item B: Patio Cover at 103 W. Belmont Drive Lee Battle, Assistant Director of Planning and Development, presented the project to the Committee. The building is known as the Belmont Restaurant. Currently, a Pilates studio is operating in the back of the building. Nothing is going on in the main section of the building. The project consists of adding a patio cover to the existing rear deck. The applicant states that the deck will not be enclosed. Therefore this project is not considered an expansion. Concerns were raised about the existing renovations not fitting the original architecture. Adding the patio cover may continue the inconsistency in architectural style. Motion: Upon a motion by John Baumgartner and a second by Paula Ross, the Committee voted 6 IN FAVOR and 0 OPPOSED, to approve the project subject to: Changing the window on the east side of the building to a double hung window; to compliment the windows of the original house. Constructing a gabled porch over the door on the east side of the building. Columns and railings of patio enclosure must replicate those on the original house. Columns and railings of patio enclosure shall be painted to match the remainder of the existing trim. The patio extension shall not be enclosed in either a temporary or permanent fashion. The motion carried.
