Min - Planning and Zoning Commission - 1995 - 06/01 - WorkshopALLEN PLANNING & ZONING COMMISSION WORKSHOP MEETING NNE 1, 1995 ATTENDANCE: Commission Members Present Kenneth Fulk, Chairman Jeffery Kelley, Secretary Harold Biggs Bruce Heller Susan Bartlemay Ross Obermeyer Commission Members A Noel Crume, Vice -Chairman City Statt Present Tom Keener, Development Coordinator CALL TO ORDER AND ANNOUNCE A QUORUM - With a quorum of the Commissioners present, the Allen Planning & Zoning Commission was called to order at 7:05 p.m. by Chairman Ken Fulk at the Allen Library, Two Allen Civic Plaza, Allen, Texas. Review of Comprehensive Zoning Ordinance Chairman Fulk read the agenda item into the record as follows: "Review of Comprehensive Zoning Ordinance." Chairman Fulk reviewed the proposed lighting standards and the findings of that subcommittee. A proposed draft was distributed to Commission members. City staff indicated concern for existing subdivisions that had alternative light fixtures. A discussion was held regarding the process for allowing alternative fixtures. It was the consensus of the group that the language of the proposed ordinance provided procedures for variances. Commissioner Heller discussed the site plan review process. There was discussion regarding the length of time to obtain site plan approval when a public hearing is required; however, there are many cases where public input may be necessary The Commission wants site plans to be placed PLANNING & ZONING COMMISSION JUNE 1, 1995 PAGE on a consent agenda with a staff recommendation. The Commission wants staff to be able to schedule public hearing dates for the City Council. This will also help save time. This will allow for a streamlined process but still give the Commission certain options if issues arise. Mr. Keener distributed the revised Landscape and Tree Preservation Standards. The major revision was the change of"site area" to "pavement area" in certain paragraphs. Discussion was held on comer lots and whether "pavement area" was sufficient. Other minor changes were noted. The major discussion was focused on the replacement of trees in the building pad area. There was concern for the preservation of those trees; however, Commissioner Kelley was concerned that the standards may inhibit development. There was discussion to try to achieve consensus. The subcommittee will revisit this issue. It was determined that once the homeowner purchases a lot, the landscape maintenance requirements will no longer apply ADJOURN MOTION: Upon a motion by Commissioner Biggs and a second by Commissioner Heller, the Commission voted 6 FOR and 0 OPPOSED to adjourn the June 1, 1995 meeting at 9:00 p.m. These minutes approved this { day of 4U, )Ln— , 1995. �i o KenkF-ulk, Chaimran Jeff Kel ey, ecretary
