Approve Minutes June 1. 1995 (Agenda Item Hl Chairman Fulk read the agenda item into the record as follows: "Approve minutes of June 1, 1995, Workshop Meeting." MOTION. Upon a motion by Commissioner Heller and a second by Commissioner Ober- meyer, the Commission voted 6 FOR and 0 OPPOSED to approve the minutes of June 1, 1995 I I PLANNING & ZONING COMMISSION June 22, 1995 PAGE 2 Approve Minutes June 8.1995 (Agenda Item IID Chairman Folk read the agenda item into the record as follows: "Approve minutes of June 8, 1995 Regular Meeting." MOTION: Upon a motion by Commissioner Crume and a second by Commissioner Obermeyer, the Commission voted 6 FOR and 0 OPPOSED to approve the minutes of June 8, 1995, as presented. Approve Minutes June 15. 1995 (Agenda Item IV) Chairman Folk read the agenda item into the record as follows: "Approve minutes of June 15, 1995, Workshop Meeting." MOTION: Upon a motion by Commissioner Crume and a second by Commissioner Biggs, the Commission voted 6 FOR and 0 OPPOSED to approve the minutes of June 15, 1995, as presented. Tabled Item (Agenda Item V) Sumeer - MF Chairman Folk read the agenda item into the record as follows: "Tabled Item - A request by Sumeer, Inc. To consider Multi -family 2 (MF2) zoning concomitant with annexation on 5.092 acres in Tract 17 of Abstract No. 491 and 5.087 acres in Tract 18 of Abstract No. 491, currently in the City of Plano, Collin County, Texas." Staff indicates no change on this item at this time. No request for deannexation from Plano has been received. No action was taken on this item. PLANNING & ZONING COMMISSION June 22, 1995 PAGE 3 Review of Zoning Ordinance (Aeenda Item VI) Chairman Fulk read the agenda item into the record as follows: "Review of Comprehensive Zoning Ordinance." It was noted by Chairman Folk that Mr. Jim Waldbauer, Park Board Member, was in attendance and requested that staff provide him a copy of the draft landscaping and tree preservation section being reviewed. Landscape and Tree Preservation: The landscape and tree preservation section was discussed and it was indicated that the following issues need to be reviewed: 1. Paragraph 4.d - irrigation of landscaping - automatic irrigation system must be provided for all required landscaping. 2. How do you measure caliper? See Austin's ordinance. 3. 15' easement around trees and grade changes... need to avoid significant grade changes within 15 feet of trees. 4. Paragraphs La.6, 1.b.7, I.e.I - 10% of pavement or site area? Does this include or exclude building pad and building area? Does this refer to the required area or is it cumulative? 5. Paragraph 4.a - Does this apply to single family detached residential? 6. Paragraph 2.2 - The number of required shrubs shall be calculated solely on the area of the required landscaped edge - this is a duplicate sentence. Slope should be corrected and clarified - 1 to 3 or 3 to 1? 7 Paragraph 2.6 - 17 sq. Ft. of landscaping for each parking space? Is this excessive? 8. Paragraph 3 - add "duplexes." 9 Paragraph 5 - third sentence "required trees shall be a minimum of 7 feet overall height immediately after planting." Review this for clarification. PLANNING & ZONING COMMISSION June 22, 1995 PAGE 4 10. Tree credit for 6" trees. Commissioner Kelley requested that on a heavily wooded lot where trees are given credit when they would not necessarily been removed, does this allow the developer to eliminate any new landscaping? 11. Paragraph 7.d - Tree preservation credits. 12. Paragraph 7.h - add information regarding detached single family home sites..once a certificate of occupancy is issued, they are exempt from this ordinance. 13 Paragraph 7.g.2 - change "to" to "or." Home Occupation Section: Ms. Sally Leeper recommended that the percent of home to be used for home occupation be changed back to 20% and cited the fact that the process of measuring the home would include the air conditioned square footage plus the non air conditioned space. The consensus of the Commission was to use "20% or 400 square feet, not to exceed 400 square feet." Schedule of Uses: Staff provided information developed by the previous Zoning Ordinance Review Committee and suggested that the Commission begin at the beginning of the Schedule and review the work previously completed before continuing through the Schedule. Noel Crume, Ross Obermeyer, and Ken Falk will meet to begin this review Building Regulations - Type of Materials: The Commission reviewed the draft prepared by staff regarding type of materials and made the following recommendations: In Paragraph D, for all districts except office and garden office, add "metal siding and/or panels with exposed fasteners typical of pre-engineered buildings" to the prohibited sentence. Change "strictly" to "generally " Omit text "structures not built on site." Concerns Expressed by Building Official: Section 2.07 - Temporary Uses: Staff proposed language adding allowance for model home parks and the consensus was to �` accept this language. PLANNING & ZONING COMMISSION June 22, 1995 PAGE 5 Section 2.10-1.e - Removal of "children's playhouse" from defmition of Accessory building - residential - Consensus was to approve. Section 2.10-73.1 - Definition of lot width - Consensus was to add text "measurements on irregularly-shaped lots to be taken in a straight line from a point where the front building line crosses the side property lines (See appendix illustration 1). Section 2.10-128 - Definition of Swimming Pool should indicate "a pool (over 3 feet in depth) or spa." Add text indicating that the private pool cannot be used as a business "except as allowed under the Home Occupation Section of this ordinance." Section 3.02-4.c - Height and Area Exceptions, Rear Yard: Add text indicating that eaves and roof extensions should be treated as they are in the Front Yard. Section 3.08 - Accessory Buildings: Paragraph 3.a - Consensus was to removed "or easement line" but add text indicating that no accessory building is allowed to be constructed within a dedicated easement. Section 3.08 - Accessory Buildings Paragraph 5 - Swimming Pools - Staff was requested to check the law regarding the height requirement of fences around pools and the width of openings. The next meeting of the Commission was set for Thursday, July 6, 1995, at the Allen Public Library conference room.
