Min - Planning and Zoning Commission - 1995 - 08/03 - WorkshopI1, ALLEN PLANNING & ZONING COMMISSION WORKSHOP MEETING August 3, 1995 Commission Members Present: Kenneth Fulk, Chairman Harold Biggs Ross Obermeyer Susan Bartlemay Bruce Heller Commission Members Absent: Jeffery Kelley, Secretary Noel Crume Tom Keener, Development Coordinator Sally Leeper, Administrative Assistant With a quorum of the Commissioners present. the Allen Planning & Zoning Commission was called to order at 7:00 p.m. by Chairman Fulk at the Allen Library, Two Allen Civic Plaza, Allen. Texas. PLANNING & ZONING COMMISSION IL AUGUST 3, 1995 PAGE 2 Review of Comprehensive Zoning Ordinance IAgenda Item II) Chairman Fulk read the agenda item into the record as follows. "Review of Comprehensive Zoning Ordinance. Mr. Tom Keener advised the Commission that staff had received an inquiry regarding an indoor soccer facility This use was discussed and it was the consensus of the Commission that the use "Gymnastics Training Center" might be renamed "Athletic Facility - Indoor" and would then include such uses as indoor sports facilities. It was indicated that this should not mean that general retail uses should be allowed in the Industrial Technology (IT) and Light Industrial (LI) Districts Mr. Keener discussed the fact that staff has been advised that it is possible a protest of the adjoining property owners might be presented to the Council regarding the public hearing scheduled for the next regular meeting of the Commission (Kwik Luke). He reviewed the text in the Zoning Ordinance regarding Specific Use Permits The Commission began a review of the Schedule of Uses. The following recommendations were made: ro 1. Consider the text in the PD column. 2. In the column for CBD, an X (allowed by right) instead of a roman numeral referring to the CBD section of the ordinance should be inserted where the use is allowed by right. Possibly, include an X with the roman numeral since it refers to performance standards in the CBD section. 3 Carting, Hauling. - Allow by right in LI, consider writing a definition. 4 Check the resolution defining Day Care for Elderly, Disabled and determine if there was a definition; if so, include it in the ordinance. 5 Day Care for Children, and Day Care for Elderly/Disabled - Removed SUPS and make this allowable by right in MF and MH. 6. Chemicals and Allied Products - OK as is. 7 Church or Rectory - Add as allowable in GO 8. Cleaning(Small shop and pick up) - Change to "Cleaning - retail' I+ 9 Cleaning Plant - Change to "Cleaning Plant - Commercial"and do not allow in LC. 10.
