PLANNING & ZONING COMMISSION OCTOBER 17, 1995 PAGE 2 Review of Comorehens vg Zoning nrdiflanCe (Agenda Item II) Chairman Fulk read the agenda item into the record as follows: "Review of Comprehensive Zoning Ordinance." The following recommendations were made regarding the Definitions. 1 Mr. Tom Keener suggested a definition be added for Garage Sale to include a Imitation of two per year for a duration of no more than 4 days each. The Commission discussed the need for this and the possibility of adding a permit fee. The consensus of the Commission was to add the definition with the proposed Imitations and no fee. 2. The Commission discussed the need to regulate outdoor display areas in shopping centers, was the consensus of the Commission to add a statement to the definition of Retail Store to allow outdoor display on the sidewalk of the premises. 3 Mr Keener was asked to provide a definition for Teen Club 4. Mr. Keener was asked to provide a definition for Development Plan. 5. Kennel - An establishment in which dogs or domesticated animals are housed, groomed, bred, boarded, trained or sold, including outside runs. 6 Laboratories, Medical and Dental - Commissioner Bartlemay will provide. 7 Laboratories, Scientific - Commissioner Bartlemay will provide. 8. Light Fabrication and Assembly - Remove this use and definition, it is included in manufacmr- ing. 9 Manufacturing, Light - The manufacturing, fabrication, or assembly of products that do not involve the generation of objectionable noise, odor, vibration, and dust or hazard. Add this use to the CBD by SUP 10 Loading Space - Remove the text referring to size and clearance. 11. Local Utility Line - change the word "telephone" to "communication." 12. Lot Width - It was noted that Appendix Illustration 1, the drawing of the measurement of lot width, must be completed and added to the ordinance. 13. Motorcycle Sales and Repair - This item should be named "Motorcycle Sales and Repair, including personal watercraft (indoor), and should read "An establishment primarily engaged in the sale and repair of new and used merchandise " 14 Nursing Home - Add "long-term" to definition. PLANNING & ZONING COMMISSION 7� li)957 PAGE 3 15. Parking Space - Change area from 180 feet to 162 feet, measuring approximately 9 feet by 18 instead of 9 feet by 20 feet 16. Performance Standards - Remove PPM. 17 Lighting Section - Be certain that performance standards include the regulation of residential property (reference was made to the Property Maintenance Ordinance, which covers this in Section 5.E GLARE. This sections states "Exterior lights placed or erected on private property shall be shielded, placed or erected as not to create a traffic hazard or a public nuisance." 18 Personal Service - Remove the text "retail cleaning (small plant)" as this was included as a retail store. 19 Playfield or Stadium (Public) - Remove references to "Public." 20. Public Building, Shop or Yard - Remove "Building" in definition and in the Schedule of Uses. 21 Rooming House - Remove. 22 Restaurant (with drive-through window) - Remove text "one (1)" window and change "window" to "window(s) " Mr. Keener reviewed the agenda for the September 14, 1995, meeting.
