A I 0 PLANNING & ZONING COMMISSION DECEMBER 19, 1995 PAGE 2 Review of Comprehensive ZoningOrdin nce (Agenda Item II) Chairman Fulk read the agenda item into the record as follows: "Review of Comprehensive Zoning Ordinance." The following items were discussed and changes made as noted - 1 Screening requirements for Restaurant/Private Clubs - leave as is 2 Requirement for elevations with site plans - do not require. 3. Requirement for topographic drawings with site plans - do not require 4 Site Plan Requirements: Change Parking Layout to Paving Layout and add item 10: Concrete sidewalks within the right- of-way; typically located on the property line. Add text to Sanitation section. "1. Dumpster and trash compactor locations and screening; 2) Dumpster location to be approved in writing by the service provider. Add Section FLocation of Off-site Improvements. 1) adjacent drives; 2) existing and proposed median cuts; 3) parking, buildings or other structures within 50' of subject property Add Section G. Miscellaneous 1) Indicate adjacent property - a) subdivision name, b) property lines; c) zoning Add Section H: Variances. Any variances to the existing ordinances must be noted on the site plan. Section LB - Remove "to the top of the sheet" from text regarding north arrow Page 24, paragraph 2 - Add "or City Council." 5 Add "(truck terminal)" to the use of Carting, Express, Hauling and Storage in the Schedule of Uses. 6. Dental Lab - No changes needed. 7 Miniwarehouses - Completed 8 Retail Store Definition - No change needed. 9 Agriculture -Open Space - Change rear yard setback to 25' 10. The Commission requested confirmation in writing on the process of measuring the 75 % masonry for residential development. 11. Section 3.01(2F) - Is this proper density Staff should confirm. PLANNING & ZONING COMMISSION DECEMBER 19, 1995 PAGE 3 12. Section 3.01(G) should be (H) and (H) should be (G). 13. The open space requirement in MF should be reviewed by staff to determine if this is indeed an appropriate requirement. 14. Section 3.03 Vehicle Parking: In No. 12, add "Warehouse and distribution center " 15. Parking Lot Construction Standards - Staff provided proposed text for consideration in the event the Commission desired to require concrete parking lots rather than allowing asphalt. The consensus of the Commission was to adopt staffs wording with additional text as follows "All parking lots shall be constructed of 5" reinforced Portland cement concrete over com- pacted soil subgrade. All required fire lanes shall be constructed of concrete in accordance with the City of Allen Design Standards. Alternative materials such as brick, pavestone, or the like may be considered upon approval by the Director of Community Development." 16. Section 3.04 Off -Street Loading - Is this appropriate? Staff should confirm. 17 Comments regarding the Landscape section were deferred, except a concern was expressed regarding Wax Myrtles. The Parks Department should be consulted as to an alternative Note: The Parks Department was consulted and advised that Wax Myrtles would develop in a similar fashion to Red Tip Photinia and it would depend upon the type of maintenance provided and the type of hedge that is desired. 18. Section 3 09 Accessory Buildings: Paragraph 3.b - remove carport. Add 3c. Where a carport is designed and constructed to be entered from an alley or side street, such carport shall shelter no more than three (3) vehicles and shall not exceed twenty-four (24) feet on its longest dimension. It shall be located no closer than three (3) feet to any side or rear tot line. A carport is defined as a structure open on a minimum of three (3) sides designed or used to shelter vehicles. 19 Cover letter to City Council and Mayor - The consensus was to forward the final revised document to the City Council under the cover of the proposed letter dated in December, 1995. ADJOURN: MOTION- Upon a motion by Commissioner Biggs and a second by Commissioner Obermeyer, the Commission voted 4 FOR and 0 OPPOSED to adjourn the Decmeber 19, 1995, meeting at 9:10 p.m. These minutes approved this day of 1996. en Fulk, Chairm Jeff Kelley, Secretary
