I 11 I PLANNING & ZONING COMMISSION JANUARY 23, 1997 PAGE 2 Consent Aeenda (Agenda Item III) Ms. Marcie Diamond indicated that typographical corrections have been made to the minutes with regard to the date on the header and completion of a sentence under Other Business. Corrected copies were provided to the Commissioners MOTION: Upon a motion by Commissioner Heller and a second by Commissioner Obenneyer, the Commission voted 6 FOR and 0 OPPOSED to approve and adopt all items on the Consent Agenda as recommended and as follows: A. Approve minutes of January 9, 1997, Regular Meeting. B. Replat - Consider Replat approval for Allen 727 Central Office Building Addition, for Southwestern Bell Telephone Co., being a subdivision of 0.684 Acres out of Lots 1 and 2, Block 9, of the J.M. Whisenant Addition, Located in the William Perrin Survey, Abstract No. 708, in the City of Allen, Collin County, Texas; further described as being located between W Main Street and Belmont Drive, west of Bonham Street. Tabled Item tandridge - P.D. 31 Amendment (Agenda Item RI) Chairman Fulk read the agenda item into the record as follows: "Tabled Item - Consider a request by Stacy Standridge - Othel, Inc., representing Tamm Othel, LTD & North Texas Conference of the United Methodist Church, to amend Planned Development No. 31 by increasing its geographic limits and to establish zoning of Community Facilities uses on Tract 1-13, Local Retail on Tracts 1-A and 2-A, and Single -Family (R-2) on Tract 2-B. The property is 22.783 acres of land out of the Joab Butler Survey, Abstract No. 47, Alfred Slack Survey, Abstract No. 854, Joseph H. Wilcox Survey, Abstract No. 1017, City of Allen, Collin County, Texas; further described as being located east and west of Suncreek Blvd And south of McDermott Drive." MOTION Upon a motion by Commissioner McGregor and a second by Commissioner Heller, the Commission voted 7 FOR and 0 OPPOSED to remove Agenda Item III from the table. Ms. Marcie Diamond indicated that staff had reviewed the submission and that the proponents appeared to have made all of the changes recommended by the Commission. Commissioner McGregor indicated that the right-of-way for the deceleration lane on McDermott Drive should be dedicated. This will be required at the time of platting The consensus of the Commission was that all of the requested changes have been made to the request and that it was consistent with the direction they had given. (Agenda Item Ill) MOTION: Upon a motion by Commissioner McGregor and a second by Commissioner Heller, the Commission voted 7 FOR and 0 OPPOSED to recommend approval of the request by Stacy Standndge. FINDINGS: I. The uses are compatible with surrounding zoning. 2 The commercial uses have been lirmted along McDermott Drive to minimize the impact on traffic. 3. The single family tract is compatible to the current development to the south. 4. Combining the Community Facility tracts facilitates the proposed uses in the area. 5. The uses are compatible with preliminary traffic studies. Preliminary Plat Bethany Ridge Estates II (Agenda Item IV) Chairman Fulls read the agenda item into the record as follows: "Preliminary Plat - Consider Preliminary Plat approval for Bethany Ridge Estates II, for Irene Haggard Bedell, being 79.687 Acres out of the John Snider Survey, Abstract No 848 in the City of Allen, Collin County, Texas; further described as being south of Bethany Drive and east of Bethany Ridge Estates I, between Allen Heights Drive and Malone Road." Ms. Diamond presented the preliminary plat to the Commission. The property includes 80 acres south of Bethany Drive between Allen Heights Drive and Malone Road. Staff recommends approval with a minor change to the naming nomenclature of Patricia Lane This would be done administratively The Commission discussed possible other changes to the naming nomenclatures, but none were recommended. The Commission discussed the fact that Cheyenne and Big Bend are 60 -foot right-of-ways. They are discussed the lot sizes and whether they were consistent with the zoning requirements. Ms. Diamond advised that the lot tables have been reviewed and are consistent with the zoning. The density requirements of the zoning were discussed, and Ms. Diamond advised that the request is consistent with the zoning requirements. This preliminary plat represents a density of 3.58 and the zoning allows 3 6. The Commission discussed the tree survey that was provided. It was noted that the tree surveys should be presented as an overlay to the plat; however, the submitted survey was acceptable for this particular plat. It was noted that the surveys in the future should also include a detailed listing of the trees and their PLANNING & ZONING COMMISSION JANUARY 23, 1997 PAGE 4 Preliminary Plat JklhaU Ridge Estates II (Cont.) (Agenda Item IV) species and size. Chairman Fulk discussed the ordinance requirement for fence rows trees. It was his opinion that the trees shown on this property are not a fence row because they are not located along the property boundary Mr. Bill Petty indicated that typically a tree survey would be shown as an overlay to the preliminary plat and staff recognized that it was not provided in this case Commissioner Obermeyer discussed a possible conflict of interest he was not aware of previously This request was presented by the current property owner, Ms. Irene Haggard Bedell; however, the future purchaser is Goodman Homes and his wife works for them. It was determined that there was no conflict of interest. MOTION: Upon a motion by Commissioner Heller and a second by Commissioner McGregor, the Commission voted 7 FOR and 0 OPPOSED to approve the preliminary plat for Bethany Ridge Estates II subject to staffs recommendation regarding nomenclature of street names and verification of the species of the trees. OTHER BUSINESS. Mr. Petty advised the Commission of the illegal tree cutting that has occurred by Dr. Colin Stacy's property Chairman Falk advised the Commissioners that he will be meeting with the City Council next Thursday with other Board and Commission chairs and requested input from the Commissioners.
