Hoover, Director of Planning Kellie Wilson, Planning Technician Dennis Abraham, Civil Engineer Joe Gorda, City Attorney Regular Aeenda PLANNING AND ZONING COMMISSION Regular Meeting April 20, 2004 Call to Order and Announce a Quorum is Present: With a quorum of the Commissioners present, Chairman Caplinger called the meeting to order at 7:00 p.m. in the City Hall Council Chambers at Allen City Hall, 305 Century Parkway Director's Report on April 13, 2004 City Council Action. o City Council will hold a public hearing on the Suncreek Townhome request at their April 27, 2004 meeting. o Richard Tmong and Frank Yang with the GIS Division were recognized by the Council at their meeting for receiving 4 awards (3 being I" Place) at the South Central ARC User Conference in Irving. Richard and Frank competed against representatives from Texas, Louisiana, Arkansas, New Mexico, Puerto Rico, and the Virgin Islands. PLANNING & ZONING COMMISSION PAGE 2 APRIL 20, 2004 Consent Agenda 3 Item Number 1 Approve Minutes of April 6, 2004, Regular Meeting. Motion: Upon a motion by Commissioner Harvey, and a second by Commissioner Grimes, the Commission voted 5 IN FAVOR, and 0 OPPOSED with Commissioner Sedlacek abstaining because she was absent the previous meeting, to approve the Consent Agenda. The motion carried. Regular Aeenda Item Number 2 Final Plat — Consider a Final Plat for Twin Creeks Phase 6A being 85 Residential Lots on 34.665± acres of land located north of McDermott Drive between Custer Road and Twin Creeks Drive. Mr. Hoover presented the plat and explained the proposed sidewalk realignment. Applicant is requesting to build the sidewalk around the existing trail system. This proposal would reduce the number of trees that would have to be destroyed to build the sidewalk, and be much more aesthetically pleasing to the eye. It was originally planned to build the sidewalk on the east side of and parallel to Lakeway Drive. The realignment of the sidewalk does provide access from the new phase to the existing neighborhoods. Jay Volk, Development Manager with Hillwood Residential, addressed the Commission and answered questions. The Commission did have concerns with pedestrian safety because the golf cart trail and the sidewalk do commingle. Mr. Volk assured the Commissioners that the pedestrians would be safe. Commissioner Wendland, who is a resident of Twin Creeks, agreed with Mr. Volk. Motion: Upon a motion by Commissioner Wendland and a second by Commissioner Harvey, the Commission voted 6 IN FAVOR, and 0 OPPOSED to approve the final plat with the alignment of the public sidewalks as proposed. The motion carried. Other Business Upcoming Agenda Items: ➢ Zoning Change — Shelley Farms ➢ Plats ➢ Start discussion of recommended changes to the Allen Land Development Code. ➢ Joint Workshop with City Council on May i lth at 6:00 p.m. Mr. Hoover suggested one or two field trips to the Emerson property before the Workshop with Council.
