Call to Order and Announce a Quorum is Present:
With a quorum of the Commissioners present, Chairman Caplinger called the meeting to order at
7:00 p.m. in the City Hall Council Chambers at Allen City Hall, 305 Century Parkway.
Director's Report on September 13, 2005 City Council Action
• The City Council adopted the ordinance amending the Allen Land Development Code
regulating signs and the Central Business District.
• The City Council approved the zoning change for the Roach tract.
Consent Agenda
Agenda Item 1: Approve Minutes of September 6, 2005, Regular Meeting.
Motion: Upon a motion by Commissioner Grimes and a second by Commissioner
Sedlacek, the Commission voted 6 IN FAVOR, and 0 OPPOSED to approve
the Consent Agenda. The motion carried.

Agenda Item 2: Presentation of the 2006-2010 Draft Capital Improvement Program.
Mr. John Baumgartner presented the Engineering portion of the CIP program to the Commission.
Mr. Tim Dentler followed with the Parks presentation. Both answered questions from the
Commissioners.
No action was taken.

On behalf of the Commission, Chairman Caplinger thanked Commissioner Sedlacek for her service
to the Planning & Zoning Commission.

Motion: Upon a motion by Commissioner Dreggors and a second by Commissioner
Grimes, the Commission voted 6 IN FAVOR and 0 OPPOSED to adjourn the
Planning and Zoning Commission meeting at 8:12 p.m.
