1) Call to Order and Announce a Quorum is Present
With a quorum of the Parks and Recreation Board present, Chair Losavio, called
the meeting to order at 7:02 p.m. on Monday, June 9.2014, in the Community
Room of the Municipal Court and Parks and Recreation Administration Building at
301 Century Parkway, Allen, Texas.
2) Approve Minutes of the April 28, 2014 Town Hall Meeting
Motion: Upon a motion by Member Cowart and a second by Member Vizcaino the
Parks and Recreation Board voted six (6) for and none (0) opposed to
approve the minutes from the April 28, 2014, meeting. The motion carried.
3) Approve Minutes of the May 12, 2014 Meeting
Motion: Upon a motion by Member Holley and a second by Member Davidson the
Parks and Recreation Board voted six (6) for and none (0) opposed to
approve the minutes from the May 12, 2014, meeting. The motion carred.

4) Consider Making a Recommendation to City Council to Adopt the Master Plan
for Watters Branch Community Park
Mr. Dentler reviewed with the Board the goals of the project, the proposed timeline, as
well as the specifics of the master plan concept for Watters Branch Community Park.
He then addressed questions and comments presented, and following a short
discussion among the Board the following motion was brought forward.
Motion: Upon a motion by Member Cowart and a second by Member Vizcaino the
Parks and Recreation Board voted six (6) for and none (0) opposed to recommend to
City Council to adopt the Watters Branch Community Park Master Plan. The motion
carried.
5) Future Capital Project Updates
Mr. Bristow shared with the Board a number of upcoming projects, including Allen
Heritage Village improvements, Celebration Park security cameras, kidMania
resurfacing, LED facility signage, fitness equipment replacement, Rowlett Creek
Community Park design, Joe Farmer Recreation Center renovations, The Courses at
Watters Creek equipment upgrades, Senior Center sound system upgrades, and Allen
Station Park field improvements. Also discussed were neighborhood park
development, trail development and repairs, and updates to both the Parks and Open
Space Master Plan and the Ford Pool Master Plan.
6) Board Evaluation Discussion
Chair Losavio lead a discussion with the Board concerning this topic and then asked
members to forward their comments to her and she will compile a submission to the
City Secretary's Office.
7) Items of Interest [Board announcements regarding local civic and charitable events,
meetings, fundraisers, and awards.]

Motion: Upon a motion by Board Member Larry Holley and a second by Board
Member John Holley, the Board voted six (6) for and none (0) opposed to
adjourn the meeting at 8:28p.m. The motion carried.
