Call to Order and Announce a Quorum is Present
With a quorum of the committee members present, the regular meeting of the Public An
Committee was called to order by Chair Gilbert at 6:06 pm on Tuesday, October 15, 2013 in the
Parks and Recreation Conference Room at 305 Century Parkway, Allen, Texas.
1. Conduct the Election of Officers
Chair Gilbert opened nominations for the positions. The elections concluded as follows.
MOTION: Upon a motion made by committee member Carroll and seconded by committee
member Bennett, the committee voted four (4) for and none (0) opposed to elect
Denise Gilbert to the office of Committee Chair,
MOTION: Upon a motion made by committee member Bennett and seconded by member
Carriene, the committee voted four (4) for and none (0) opposed to elect committee
member Ann Carroll to the office of Committee Vice -Chair
MOTION: Upon a motion made by committee member Carroll and seconded by committee
member Gilbert, the committee voted four (4) for and none (0) opposed to elect
committee member Emile Carriere to the office of Committee Secretary
2. Approve Minutes from the September 19, 2013 Regular Meeting.
MOTION. Upon a motion made by committee member Carriere and seconded by committee
member Carroll, the committee voted four (4) for and none (0) opposed to accept
minutes from the September 19, 2013 regular meeting as presented.
PUBLIC ART COMMITTE

L 3. Approve a Recommendation to City Council for a Public Art Project and Related Artist
Budget for the Future Cottonwood Creek Trail Bridge Project
Mrs. Smeby shared with the committee photos of several similar bridge projects and after further
discussion regarding the many options to include Public An in bridge projects the following
motion was presented.

MOTION: Upon a motion made by committee member Bennett and seconded by committee
member Carroll, the committee voted four (4) for and none (0) opposed to approve
a recommendation to City Council for Public Art enhancements to the Cottonwood
Creek Trail Bridge Project not to exceed $100,000.
4. Approve a Recommendation to City Council for Appointments Related to an Artist
Selection Panel for the Future Cottonwood Creek Trail Bridge Project
After a short discussion the following motion was brought forward.
MOTION: Upon a motion made by committee member Carroll and seconded by committee
member Bennett, the committee voted four (4) for and none (0) opposed to approve
a recommendation to City Council for an Artist Selection Panel for the Future
Cottonwood Creek Trail Bridge Project to include: Carmen Parker, Steve Evans,
Cheryl Biaz, a representative from the Parks and Recreation Board, committee
member Carroll and design engineer for the project Jim Waldbauer as an ex officio
member with Tom Blythe as an alternate.
5. Call to Artists Discussion
The committee discussed how the call should be structured, including such elements as the
number of bridge designs that each artist should be required to submit and that it should be a
national call to include as many artists as possible.
