Call to Order and Announce a Ouorum is Present With a quorum of the Board members present, the Regular Meeting of the Allen Public Library was called to order by Board Chair, Cal Calvin, at 700 p m, on Tuesday, November 05, 2002, in the City Council Conference Room of Allen City Hall, 2 Allen Civic Plaza, 305 Century Parkway, Allen, Texas. Items discussed in the preceding meeting workshop included: • Review Monthly Activity Report and Suggestion Box Forms. • Review of Standards for Texas Public Libraries. • Update on Friend's Activities. 1. Citizen's Comments. There were no Citizen Comments. 2. Approve Minutes of the December, 2002, Regular Meeting. ALLEN PUBLIC LIBRARY BOARD REGULAR MEETING JANUARY 07, 2003 PAGE Motion: Upon a motion made by Board member Jo Long and a second by Board member John Ross, the Board voted (7) for and none (0) opposed to approve minutes of December 3, 2002 3. Presentation by Jeff Bulla of pro -forma architects, inc. Library Director, Barbara Buehler introduced Jeff Bulla, pro -forma architects, inc., partners whose firm has designed and will build the new Allen Public Library and Civic Auditorium. The firm has worked with the Building Committee throughout the planning stages Construction documents are currently in process Mr. Bulla gave a Power Point Presentation, previously given to the City Council, showing design schematics, placement, budget and overall plans of the new buildings. Questions were answered by Jeff about the whole process. The Arts Alliance Board adjourned after the presentation and the Allen Public Library Board Meeting continued. A short discussion was held about the Arts Alliance Board, Friends of the Allen Public Library and the Library Board about the special project. 1 Motion: Upon a motion made by Board member George Chrisman and a second by Board member John Ross, the Board voted (7) for and none (0) opposed to schedule a Special Meeting — Workshop, Tuesday, January 14, 2003 at 7.30 in the Library Meeting Room to discuss the special project in more detail. Ideas are to be turned in to Cal Calvin and he will email a list of previously discussed topics for projects. The Arts Alliance has met to finalize their proposed list; the Friends will meet January 21, 2003 to finalize their list. A meeting of the ALF committee is scheduled for January 23, 2003. 4. Review of Standards for Texas Public Libraries. In a follow-up on review of Standards for Texas Public Libraries, Barbara Buehler has determined that the Allen Public Library Collection has 41% that is less than 5 years old. 5. Update on Friends' Activities. Terry Haynes of the Friends reported that they would meet January 21, 2003 to finalize their list for the special project. She also reported that the traveling exhibit on Dinosaurs would be on exhibit at the Allen Public Library from April 21, 2003 through May 28, 2003. ALLEN PUBLIC LIBRARY BOARD REGULAR MEETING JANUARY 07, 2003 PAGE Board member, George Chrisman and Library Director, Barbara Buehler, asked for input from the other board members for content to go into the report that is going to the City Council. It was agreed that the additional staff needed for the new library will be the basic topic. The State Library has begun a study focusing on public library development which includes the Systems Program. Himmel & Wilson Consulting firm will hold a series of focus groups in the NETLS region, the closest being January 22, 2003 in Garland. Library Board Members were urged to attend. A reminder was made of the Library Legislative Days, February I l" and 12th in Austin. TIF will be the main topic of discussion. The "Local Memorandum of Understanding", a project of partnering public libraries and the Head Start programs were discussed. Allen Public Library and the Allen Independent School District Head Start are currently involved with each of the listed recommendations. 7. Adjourn Motion: Upon a motion made by Board member Donna Vanous and a second by Board member Jo Long, the Board voted (7) for and none (0) opposed to adjourn the Board Meeting.
