REGULAR MEETING
JANUARY 6, 2004
Call to Order and Announce a Quorum is Present
With a quorum of the Board members present, the Regular Meeting of the Allen Public Library was called to
order by Vice Chair, Julia Elina at 7:30 p.m on Tuesday January 6, 2004, in the Library Meeting Room of the
Allen Public Library, 2 Allen Civic Plaza, 301 Century Parkway, Allen, Texas. Board Chair, Cal Calvin came
in later.
Items discussed in the preceding meeting included:
• Reading of Board Bylaws.
• Review Monthly Activity Report and Suggestion Box Forms.
• Consider Approval of Updated Internet Policy.
• Discussion regarding Establishing of Cell Phone -Pager Policy.
• Update on Public Library Study and Recommendations.
• Other Business.

1. Citizen's Comments.
There were no Citizen Comments.
2. Approve Minutes of November 04, 2003 Regular Meeting.
Motion: Upon a motion made by Board member, Donna Vanous and a second by Board member, Io
Long, the board voted (6) for and none (0) opposed to pass the November Minutes.
3. Review Monthly Report and Suggestion Box Forms.
The Statistics Report and Suggestion Box Forms were reviewed.
4. Update from City Attorney re "ex officio" Membership.
The City Attorney advised that there is no provision for the Librarian to be an "ex officio" member on a
City Board. It was agreed by the Library Board that an amendment to the by-laws to strike the words
"ex officio member" be voted on at the next meeting.
5. Report on December NETLS Meeting.
Library Director, Barbara Buehler gave the report on the NETLS Meeting. Information received at the
meeting emphasized that Books on Tape will remain a part of the library for some time
Library Board Member, Donald Wing agreed to be an alternate delegate to NETLS.
6. Board Ideas on Cell Phone Policy.
The Cell Phone Policy was discussed with the idea of having an area set aside for cell phone use. No
decision was reached and it will be discussed at the next meeting.
7. Yearly Report at City Council Meeting.
George Chrisman will give the Yearly Report to the City Council next Tuesday evening at 7:00 P.M. in
the Council Chambers at City Hall. This Power Point presentation was developed by Library Director,
Barbara Buehler and George Chrisman. Barbara indicated that the presentation had been changed
slightly since the board had viewed the presentation. The revised presentation included activities that
the board had taken part in such as the Legislative Breakfast and their representation at the Library Day
in Austin.
Building Update.
Library Director, Barbara Buehler gave a report on the new library building status. The building
contractors are on schedule and have poured parts of the foundation. The color -board will be
presented to the Oversite Committee later this month. Signage will be discussed with Barbara early
next month.

Other Business
Library Director, Barbara Buehler gave a report on the "Bach to Books" programs scheduled this
spring at the Library These programs are sponsored by The Friends of the Library They include
the following:
February 3 — The High School Show Choir
March 2 —Quintet from Allen Philharmonic Symphony
March 23 — Panel of local Authors (Arranged by Wilma Smith)
April 27 — The High School Jazz Band
These programs are scheduled for Tuesday nights at 7:00 P.M. The February and March program will
fall on the Library Board's regularly scheduled meeting. To show support of the Friends, the Library
Board will attend these programs and meet afterwards for their regular board meeting
The Library Board asked when the new teenage delegate will start attending their board meetings.
Barbara Buehler will check on this.
The ALF Committee Report stated that the Parks and Recreation Department Design is currently
under way

Motion: Upon a motion made by Board member, Donna Vanous and a second by Board member, Jo
