Call to Order and Announce a Quorum is Present
With a quorum of the Board members present, the Regular Meeting of the Allen Public Library was called to
order after the Board attended the "Bach to Books" concert given by the Show Choir of the Allen Public High
School, by Board Chair, Cal Calvin at 7'40 p.m. on Tuesday, February 03, 2004, in the Allen Library Meeting
Room of the Allen Public Library, 2 Allen Civic Plaza, 301 Century Parkway, Allen, Texas.

• Review Monthly Activity Report and Suggestion Box Forms.
• Update from City Attorney re "ex officio' Membership.
• Report on December NETLS Meeting.
• Board Ideas on Cell Phone Policy.
• Yearly Report at City Council Meeting.
• Building Update.

1. Citizen's Comments.

There were no Citizen Comments.
2. Approve Minutes of the January 06, 2004, Regular Meeting.
Motion: Upon a motion made by Board member John Ross and a second by Board member Donna
Vanous, the Board voted (5) for and none (0) opposed to approve minutes of January 6, 2004
3. Review Monthly Acitivity Report and Suggestion Box Forms.
The Board reviewed Monthly Reports and Suggestion Box Forms.
4. Quarterly Report on Trust Fund.
The Board discussed the Library Acquisition Fund, which lead to a request to ask the Financial
Department of the City of Allen for details on the fund. Library Director, Barbara Buehler will check
into the fund for the board.
5. Revise Board By -Laws.
The Board discussed the By -Laws in the January board meeting and were notified ten days prior to the
By -Laws being amended to comply with City rules. The By -Laws Article V was amended taking out
the section on the "ex officio" member and The Powers and Duties of Board Members became Article
V of the Board By -Laws.
Motion: Upon a motion made by Board member John Ross and a second by Board member Donna
Various, the Board voted (5) for and none (0) opposed to amend the Board By -Laws.
6. Consider TexShare Card Program.
Library Director, Barbara Buehler, explained the TexShare Card Program to the Library Board. It is
being adopted by the Allen Public Library, because it facilitates Allen's library patrons in getting books
from other libraries using only the Card Program, such as the Dallas Public Library. Barbara,
explained there will be little cost or work involved in setting this card program up This card program
will allow those borrowing to do so without the cost of buying a Library Card from other libraries they
wish to borrow materials from.
Other Business
Library Board Member, Ruth Pringle reported on attending the Wood Turning Demonstration ath the
Library. It was well attended and interesting. Ruth has volunteered the Library Board to help host
other Hands-on demonstrations at the library. It would be a commitment of about 2 hours per person,
once a year and would make it for the staff.

Motion: Upon a motion made by Board member Donna Vanous and a second by Board member
Jo Long the board voted (5) for and none (0) oppose to adjourn.
