Items discussed in the preceding meeting included: • Review Monthly Report, Suggestion Box Forms. • Amend Bylaws to Boards and Commissions Term Limits • Budget Update. • Update on Budget. • Update on Building Project. • Review State of the Library Report • Summer Programs Preview. P. ALLEN PUBLIC LIBRARY BOARD REGULAR MEETING JULY 03, 2003 Reeular Aeenda 1. Citizen's Comments. There were no Citizen Comments. 2. Review Monthly Report and Suggestion Box Forms. PAGE The Statistics Report was reviewed and it was the highest month ever in total items checked out and the amount of foot traffic at the Library. Suggestion Box Forms were read. 3. Consider Board Evaluation Form. City Secretary, Shelley George explained the evaluation of new board members per the new ordinance. The Board Evaluations Form was filled out by using input from each attending board member BOARD EVALUATION FORM 1 What would be the ideal characteristics for a Library Board Member? A frequent user of library resources, and one who values the contributions of a library to the Community 2 How extensive is the collective experience of the Board members in the Board's subject area? Current Board members have diverse backgrounds with experience applicable to libraries. Their combined tenure on the board is high. 3. What knowledge or experience could be brought to the Board to improve it? Youth representation. Board requests the City to authorize a youth representative from Youth Advisory Board to serve on the Library Board as an Adhoc member. Youth Advisory Board would select the person to serve and maybe rotate representatives. 4. Outside of Board activities, how active are the Board members within the community? Our Library Board Members serve on various committees and boards such as: Capital Improvements Committee, Long Range Planning Committee, Allen Retired Educators Association, PTA, Active in schools and other Boards, Heritage Guild, Various Service Clubs, Chamber of Commerce Members, Girl Scouts, and are Business Owners and taxpayers 5. Is the membership representative of Allen's citizens? IYes, except for Youth. ALLEN PUBLIC LIBRARY BOARD REGULAR MEETING JULY 03, 2003 PAGE 3 1 6 Are any members considering resignation? No Comments and Observations: Board members would like more interaction with Council Members as well as an opportunity to exchange ideas and information with other advisory boards Consider Displays/Display Policy. The letter from Mr. Vines was read objecting to the free "Dallas Observer" in the lobby of the libraries main entrance. Motion: Upon a motion made by Board member, George Chrisman and a second by Board member, Donna Various, the board voted (7) for and none (0) opposed that no action would be made in reference to the "Dallas Observers removal from the library lobby and that it served a useful purpose at the library Report on NETLS Meeting. Library Partners is a Foundation for NETL'S and is up and running. TIF will shutdown August 31" Governor Perry vetoed bill from Legislature. TLC (school data bases) are gone. Data bases up for this year with about 40% scheduled for next year. Consider CIPA Ruling. If a library does not get E Rate Funds or use LSTA funds to purchase PC's or Internet access, it will not have to filter. Allen Public Library not affected. Library Services Manager, Theresa Seale came in to explain the problems encountered in trying to disengage the filtering software per a patron's request. Other Business None 7.
