Jane Bennett introduced Regina Taylor, from the Foundation of Allen Schools.
Call to Order and Announce a Quorum is Present
With a quorum of the Board members present, the Regular Meeting of the Allen Public Library was called to
order by Board Chair, Cal Calvin at 7:35 p.m. on Tuesday, July 02, 2002, in the Allen Library Meeting Room
of the Allen Public Library, 2 Allen Civic Plaza, 301 Century Parkway, Allen, Texas.
Items discussed in the preceding meeting included
• Monthly Activity Report and Suggestion Box Forms.
• Report on NETLS Quarterly Meeting.
• Update on Library Building Process.
• Review of Summer Programs.
• Report on status of Child Internet Protection Act (CIPA).
• Update on Preliminary Budget Requests.

1 1. Citizen's Comments.
There were no Citizen Comments.
2. Approve Minutes of the June 11, 2002, Regular Meeting.
Motion: Upon a motion made by Board member George Chrisman and a second by Board member Jo
Long, the Board voted (5) for and none (0) opposed to approve minutes of June 11, 2002 regular
meeting.
3. Review of Monthly Activity Report and Suggestion Box Forms.
The Board reviewed the May Statistical Report, Activity Report and Suggestion Box Forms. Large
increases from June 2001 were noted. Suggestion Box Forms were read. A drop box for CD's was
discussed for the new library But the board members felt the fragility of CD's make it impossible to
use a drop box.
4. Update on Library Building Process.
No progress is being made on the Library Building. Estimates show a $400,000 shortage with some
adjustments being made.
Motion: Upon a motion made by Board member George Chrisman and a second by Board member Julia
Elms, the Board voted (5) for and none (0) opposed to have Cal Calvin contact Peter Vargas, City
Manager, about the Boards concerns on the new library
5. Update on Library Building Process.
Library Director, Barbara Buehler reported that the recent Planning and Oversight Committee Meeting
was cancelled because preliminary estimates show a substantial cost overrun for the new library's
construction. Architects have been instructed to come up with some alternatives to offer before the
meeting is re -scheduled. The Board discussed possible fund-raising solutions.
6. Review New Standards for Texas Public Libraries.
Barbara Buehler, Library Director, explained the Booklet "Standards for Texas Public Libraries" The
Board wishes to use this as a guide in the coming months to determine how our library measures up
against the Standards.
1 7. Consider County Funding Request.
In considering the County Funding Request, the board agreed that the 50/capita was reasonable and
will show their support by attendance at the Funding Meeting,

Library Director, Barbara Buehler announced that the grant from Barbara Bush Literacy Grants was
refused to the Allen Public Library. Reason given was high number of requests for the grant.
Other Business
Library Director, Barbara Buehler announced that Robert Talabay has given a 500 -gallon aquarium for
the children's area for the new library in memory of his wife Linda Talabay Barbara will give more
information at the next board meeting.
The City Budget for the Library FYI 2002 - 2003 will not include the two part-time Librarians to
become full-time. Tom Keener, Planner for the City, has been assigned full-time to the library to
perform marketing and grant writing activities.
President, Jane Bennett from the Friends Board reported
1. Friends will create a Legislative position on their Board.
2. Plans are being made for an early September meeting to plan a special project by the Friends Board,
Library Board and the Arts Alliance Board
3. Cal Calvin, Wilma Smith and Jane Bennett will attend an Arts Alliance Meeting in August.

Motion: Upon a motion made by Board member George Chrisman and a second by Board member In Long, the
Board voted (5) for and none (0) opposed to adjourn the Board Meeting.
