Min - Library Board - 2001 - 02/06 - RegularMINUTES OF THE ALLEN PUBLIC LIBRARY BOARD FEBRUARY 6, 2001 ALLEN PUBLIC LIBRARY TWO ALLEN CIVIC PLAZA ALLEN, TEXAS 75013 The meeting was called to order at 7:35 p.m. by Vice Chair Cal Calvin. Present were John Ross, Jo Long, Ruth Pringle, Frank Snidow and Cindy Brannum, from the Friends of the Library. Barbara Buehler and Jason Marshall (from the City Attorney's Office) were also in attendance. II. A motion was made by John and seconded by Jo to table the reading of the January minutes until the Much meeting. III. Jason Marshall, Attorney, was present to talk to the board about the library meeting room policy from a legal stand point. Allowing use of the room by non -dash profit organizations with the 50l C3 form is one of his recommendations. John brought up the point that various groups may be asking to use the meeting room and Jason said, presently some groups already have priority for scheduling. The question of political groups was raised. Since the meeting room is a public facility, a group cannot be excluded from using it because of the message(s) they may present. Jason gave examples of rulings on what is allowed by law. Cal said any effort we try to make to restrict free thought is going to be detrimental. It will complicate what other decisions "We" the library make in other matters. Based on our questions and concerns, Jason will come up with a draft of a room policy IV. Legislative activities — Cal is going to Austin to speak to our representatives about our desire for library funding legislation. The House Appropriations Committee is meeting on February 6' V. NETLS — The next meeting is Wednesday February 21" at Harrington Library in Plano. VI. Building Project — Barbara reported that progress is being made on property acquisition. A large number of architectural firms have expressed an interest in our library project. Ken Fulk and Steve Terrell will both be working on the committee which will choose the architectural firm. Scheduled time for hiring the firm is June. VII. Barbara reported on a busy January in the library. The borrowing period for items is now three weeks with the exception of new items which check out for two weeks. Also, new filtered internet stations will be placed in the children's room. The library will be getting new check-out terminals which will issue due date receipts for the patrons. E Minutes of the Allen Public Library Board d February 6,2001 Page 2 of 2 VIII. Other business — Barbara nominated the Friends of the Library for the Spirit of Allen Award. The library will be getting its very own web site thereby making it easier and quicker for people to log in to the library IX.
