order by Mayor Terrell at 6:29 p.m. on Tuesday, October 22, 2019, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway,Allen,Texas.

With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7:02 p.m. on

With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:07 p.m. on Tuesday, October 22, 2019, in the Council Chambers of the Allen City

bags and straws.

Herbert Tretter, 1322 Edelweiss Drive,Allen,Texas, spoke regarding access to the City survey.

MOTION: Upon a motion made by Councilmember Clemencich and a second by Councilmember Brooks,
the Council voted seven(7)for and none(0)opposed to adopt all items on the Consent Agenda
as follows:
7. Approve Minutes of the October 8,2019,Regular City Council Meeting.
8. Adopt an Ordinance Approving and Enacting Supplement No. 16 to the Code of Ordinances.
ORDINANCE NO. 3712-10-19: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, ADOPTING SUPPLEMENT NO. 16 TO THE CODE OF
ORDINANCES; PROVIDING FOR THE PRINTING THEREOF, AUTHENTICATION BY THE
MAYOR AND ATTESTATION BY THE CITY SECRETARY; PROVIDING A REPEAL OF
CERTAIN ORDINANCES; PROVIDING EXCEPTIONS TO REPEAL; PROVIDING A PENALTY
FOR SUCH VIOLATION THEREOF; AND PROVIDING AN EFFECTIVE DATE.
9. Adopt an Ordinance Approving and Enacting Supplement No. 17 to the Allen Land Development
Code.
ORDINANCE NO. 3713-10-19: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN,COLLIN COUNTY,TEXAS,ADOPTING SUPPLEMENT NO. 17 TO THE ALLEN LAND
DEVELOPMENT CODE; PROVIDING FOR THE PRINTING THEREOF, AUTHENTICATION
BY THE MAYOR AND ATTESTATION BY THE CITY SECRETARY; PROVIDING A REPEAL
OF CERTAIN ORDINANCES; PROVIDING EXCEPTIONS TO REPEAL; PROVIDING A
PENALTY FOR SUCH VIOLATION THEREOF; AND PROVIDING AN EFFECTIVE DATE.
10. Adopt a Resolution Casting 114 Votes for Mr. Gary Rodenbaugh for Election to the Board of
Directors for the Collin Central Appraisal District.
RESOLUTION NO. 3714-10-19(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, CASTING BALLOTS FOR THE BOARD OF
DIRECTORS FOR THE COLLIN CENTRAL APPRAISAL DISTRICT IN ACCORDANCE WITH
SECTION 6.03(g) OF THE STATE PROPERTY TAX CODE; DIRECTING THE CITY
SECRETARY TO NOTIFY INTERESTED PARTIES OF SAID ACTION; AND PROVIDING AN
EFFECTIVE DATE.
11. Adopt a Resolution Approving the Terms and Conditions of a Local Project Advance Funding
Agreement (LPAFA) with the State of Texas, Acting by and through the Texas Department of
Transportation for Funding Traffic Signal Detection Improvements.
RESOLUTION NO. 3715-10-19(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF
THE LOCAL PROJECT ADVANCE FUNDING AGREEMENT (LPAFA) WITH THE STATE OF
TEXAS, ACTING BY AND THROUGH THE TEXAS DEPARTMENT OF TRANSPORTATION,
FOR FUNDING TRAFFIC SIGNAL DETECTION EQUIPMENT; AND PROVIDING AN
EFFECTIVE DATE.

12. Adopt a Resolution Authorizing the City Manager to Execute a Reimbursement Agreement with
the State of Texas Acting by and through the Texas Department of Transportation for Purchase
of Traffic Signal Equipment.
RESOLUTION NO. 3716-10-19(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF
AN AGREEMENT WITH THE STATE OF TEXAS, ACTING THROUGH THE TEXAS
DEPARTMENT OF TRANSPORTATION, RELATING TO FURNISHING TRAFFIC SIGNAL
EQUIPMENT BY A MUNICIPALITY; AUTHORIZING ITS EXECUTION BY THE CITY
MANAGER; AND PROVIDING AN EFFECTIVE DATE.
13. Authorize the City Manager to Execute a Contract with Total Highway Maintenance, LLC, for
Installation of Pavement Markings in the Annual Amount of$100,000 with Two (2) Optional
One-Year Renewals.
14. Award Bid and Authorize the City Manager to Execute a Contract with SYB Construction
Company,Inc.,for Construction of Water Sewer and Sanitary Sewer Improvements—Greenville
Avenue/Chaparral Road and Main Street/Boyd Drive in the Amount of$494,718.
15. Accept the Resignation of Sharyn King and Declare a Vacancy in Place No. 5 on the Animal
Shelter Advisory Committee.
16. Receive the Capital Improvement Program (CIP) Status Report.
17. Receive the Investment Report for the Period Ending September 30,2019.

carried.
